Proposal Manager

Our emerging Government Services organization is looking to expand their Business Development team to bring our services to more clients in this space. The Proposal Manager position supports MCS Government Services in managing, leading, and developing compliant and compelling U.S. Federal Government proposals. This role will be an integral part of the existing Business Development team and is expected to take ownership over all proposal submissions. The Proposal Manager is expected to work collaboratively but must also be able to work independently and autonomously. The ideal individual has a growth mindset and supports expanding our business.

Essential Duties & Responsibilities:
  • Lead the proposal development process from pre-proposal phase through post-proposal submittal phases
  • With limited supervision, coordinate, write, edit/tailor, and perform research for proposal sections; proactively identify, communicate, and mitigate potential issues/variances
  • Ensure compliance with multiple, concurrent proposals
  • Manage schedules, outlines, proposal kickoffs, solutioning sessions, and all color reviews
  • Work with Capture Managers to translate win strategies and customer understanding into the final proposal
  • Manage a team of writers, graphic designers, publishing technicians, editors, and other support staff
  • Independently coordinate with, and collect information from SMEs, teaming partners, and subcontractors
  • Thoroughly understand and apply knowledge of MCS capabilities, structure, organization, business approach, and sales process.
  • Administer the SharePoint-based MCS Government Services Knowledge Management and proposal database
  • Collaborate with all levels of the organization and with the proposal team
Competencies:
  • Proven leadership, management, and organizational skills for directing, delegating, and overseeing proposal team members and their contributions
  • Comprehension of, and experience with, the Federal procurement process and regulations (e.g., FAR, Shipley BD process)
  • Polished and persuasive written and verbal communication skills, including proficiency in grammar, punctuation, spelling, and formatting
  • Proven ability to work successfully with others in multiple disciplines
  • Great interpersonal skills and an ability to develop, nurture, and maintain relationships at all levels of the company
  • Self-motivation and a willingness to take initiative and solve complex problems
  • Ability to thrive in a fast-paced and high-pressure environment
Supervisory Responsibilities:

This position does not have supervisory responsibilities however, this position will frequently lead a team of individuals supporting proposal development.

Education and Experience:

Education: Bachelor's degree in Journalism, Business, Sales, Marketing, Communications or related field or equivalent work experience in a similar environment

Experience: 5 year(s) of experience

Preferred: Experience with video, live oral presentations and/or demonstration proposals

Experience with proposals for contracts greater than $200M in total contract value
