Position Description

Directs, plans, coordinates and supervises the operations and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgement.

About the Center:
TTU Center for Early Head Start is a nationally accredited, federally funded childcare center providing comprehensive childcare and family services to 96 infants, toddlers, and pregnant mothers. CEHS offers year-round, full-day childcare, hot meals, developmental assessments, health screenings and parent education.
The mission of CEHS is to promote school readiness by nurturing the physical, emotional, social, language, and cognitive development of infants and toddlers; develop and strengthen families' abilities as primary educators of their children; and serve as advocates for children and families in a program that is supported by and supportive of state-of-the-art research.

Major/Essential Functions


  1. Demonstrate the mental, emotional, and physical ability to work in a program that serves pregnant mothers, children ages 6 weeks to 3 years old, and families from various ethnic and socio-economic groups.
  2. Maintain professional ethics and positive working relationships with co-workers, supervisors, students, children, and families.
  3. Participate in professional development by attending conferences, professional meetings and webinars.
  4. Help plan, attend, and participate in regular planning meetings, staff meetings, and special events.
  5. Be familiar with relevant regulations according to Head Start Program Performance Standards, Texas Department of Family and Protective Services, the Texas Family Code regarding child neglect and abuse, and National Association for the Education for Young Children accreditation standards.
  6. Monitor Early Head Start requirements in health, education, mental health, nutrition, disability services, and ERSEA (eligibility, recruitment, selection, enrollment, and attendance).
  7. Work with the Center management team in developing and editing the policies and procedures, written plans, handbooks, and other relevant information regarding day to day operations of the center.
  8. Hire, train, monitor and supervise all staff. Monitor hours worked for all employees; implement staff evaluations; oversee professional development.
  9. Oversee staff in recruitment, enrollment, and retention of families. Oversee parent engagement activities and parenting classes. Oversee implementation of High/Scope and home-based curricula, including developmentally appropriate practices
  10. Oversee building operations including ensuring the maintenance and repair of facility, equipment, and playground.
  11. Build relations with community organizations.
  12. Supervise practicum students.
  13. Participate in Policy Council and Governing Board.
  14. Monitor expenditures.
  15. Coordinate with leadership team on self-assessment, training plan, T/TA plan, PIR, annual report, and all other requirements.

Required Qualifications

Bachelor's degree in related area required plus five years progressively responsible management experience. Additional education may substitute for experience on a year for year basis.

Preferred Qualifications

Master's degree in related area pertaining to the growth, development, physical or mental care, or education of young children; experience working with infants, toddlers, and families; experience in supervision of staff, fiscal management, and administration; experience with Head Start Program Performance Standards; experience with High Scope Curricula; experience with DFPS Texas Child Care Licensing regulations.
