Position Summary

The Lead Program Security Advisor is responsible for all functions associated with the role of site security, including but not limited to personnel, information, physical, program, cyber, and industrial security disciplines. Annualized pay rate for this position is $110,500 to $149,500.

Duties & Responsibilities

ESSENTIAL

* Performs specialized security functions and develops a comprehensive security program to ensure the company's compliance with customer regulations and contract requirements.

* Responsibilities of the position include but are not limited to:

o Serve as the onsite Contractor Program Security Officer (CPSO) and provides day-to-day security guidance on operating procedures for the company's various Programs and DoD Contracts.
o Responsible for the positive control of all classified accountable items, ensuring that Oceaneering is compliant with contractual security obligations identified in the contract security classification specification (DD Form 254).
o Process all Visit Authorization Request (VAR) (incoming and outgoing) and security clearance verifications for both collateral and program cleared visitors.
o Oversee and direct the personnel security program to include initiating personnel security clearances (eAPP), reviewing nomination packages, conducting pre-screen interviews, indoctrinations, and debriefings, administering and tracking annual security training.
o Develop and maintain general security education in the following areas: initial and annual refresher training, foreign travel, defensive security, courier briefings and other ongoing training as needed.
o Responsible for developing, reviewing, and maintaining project protection plans, OPSEC plans, Standard Operating Procedures, Emergency Action Plans, etc.
o Obtain and maintain accreditation of Special Program areas: complete and submit required documentation and supporting floor plans, Fixed Facility Checklist, Construction Security Plans, conduct inventories, audits, and self-inspections.
o Prepare and develop materials for program facility security inspection and participate in as needed.
o Advise Oceaneering Management on implementation of physical security measures required to safeguard personnel and prevent unauthorized access to equipment, facilities, and materials.
o Develop transportation security plans (TSP) for government approval. Provide secure movement of official classified or unclassified contract materials. Track and maintain the chain of custody on all accountable packages, parcels, and equipment being transported in support of contract requirements. Develop transportation security plans (TSP) for government approval.
o Support and ensure compliance with information systems security requirements. May interface with customer IT counterparts to facilitate system approvals.
o Complete an inquiry of all security incidents at the local site and sends the security incident report for approval.
o Maintain DD Form 254 files for all classified contracts and prepare DD Form 254 for subcontractors as required.

* Additional duties as assigned.

Qualifications

REQUIRED

* BS/BA degree in a related field (e.g. Criminal Justice/Criminal Law, Homeland Security, Business Administration) preferred.
* Equivalent work experience in a related career or Military Occupational Specialty may be considered in lieu of a degree.
* Minimum eight years of security experience required.
* Working knowledge of Risk Management Framework (RMF) requirements. RMF Training beneficial.
* Working knowledge and experience implementing the following is beneficial:

o Department of Defense (DoD) National Industrial Security Program Operating Manual (NISPOM).
o Relevant Intelligence Community Directives (ICDs).
o DoD 5105.21-M-1.
o Communications Security (COMSEC) policy guidance.
o Joint Special Access Programs Implementation Guide (JSIG).

* Working knowledge and experience with the following DoD applications is required:

o DISS - Defense Information Security System.
o NBIS - National Background Investigation Services.
o NISS - National Industrial Security System.
o NCAISS - National Industrial Security Program Central Access Information Security System.
o SWFT - Secure Web Fingerprint Transmission.
o EQIP - Electronic Questionnaires for Investigations Processing.

* The ideal candidate will possess excellent oral and written communication skills and will be capable of operating independently with limited supervision.
* Must have a Top-Secret clearance and an ability to obtain SCI eligibility, be able to pass a CI polygraph, and be able to maintain both for the tenure of this position. Top Secret security clearance with an investigation conducted within the past five years is preferred.
* Must be a U.S. Citizen and possess a current U.S. passport.
