Position Description

The Programmer Analyst III's role is to develop, test, analyze, and maintain software applications in support of business requirements. This position will also research, design, document, and modify software specifications throughout the production life cycle. Additionally, the Programmer Analyst III is also responsible for supervising and/or leading the development of new systems, directing changes to existing systems and controlling the interfaces between the systems, initiating complex feasibility studies and making recommendations of the action to be taken.

Major/Essential Functions


  • Exercise discretion and independent judgement to define, document, and preform project development phases and tasks (concept, requirements, feasibility analysis, design, implementation, testing), with an emphasis on web design and web applications.
  • Exercise discretion and independent judgement to define, document, and preform project production phases and tasks (roll-out, maintenance), with emphasis on web design and web applications.
  • Develop web content that is aesthetically appealing, efficient, and informative, while adhering to Texas Tech University style and technology guidelines.
  • Research and monitor existing and/or emerging technologies which can be utilized for web application development or website development and maintenance.
  • Collaborate with customers throughout the development process by providing input, expertise, and feedback, while taking into account customer preferences, requirements, and vision for the final product.
  • Exercise discretion and independent judgment to preform and document information visualizations from data systems using various technologies.
  • All other duties assigned.
Knowledge, Skills, Abilities:
  • Knowledge and experience with: HTML, CSS, JavaScript, ReactJS, Redux, Express JS, PHP, .NET, SQL, Figma.
  • Possess the ability to generate clear and concise technical documentation.
  • Understand key trends and best practices as they relate to website, web application, and UI/UX development.
Ability to:
  • Exercise judgment based on an understanding of organization policies and activities.
  • Plan and organize effectively, prioritize goals, use time efficiently, and stay on task.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective work relationships.
  • Advanced level analytical and design skills, including process description, logic, problem diagnostics, and problem solving.
  • Advanced level understanding of programming languages, syntax structures, and data management techniques.
  • Advanced level understanding of application and database design and development concepts and standards.
  • Training in computer programming through education or experience.
  • Specific or specialized technical skills, as appropriate to the area and/or team.

Required Qualifications

Bachelor's degree with coursework in computer science, MIS, IT, or other related area plus three (3) years related full-time paid experience OR a combination of related education and/or experience. Applicants for this Security Sensitive Level II position will be subject to a criminal background check and must pass a drug and alcohol test after a conditional offer of employment has been extended, but before employment can be confirmed.

Relevant Qualifications or industry certifications which clearly support the essential job functions.
