ESSENTIAL FUNCTIONS
- Administers and enforces the County's Land Use, Shoreland, Floodplain, Non-metallic Mining, Airport and Sanitation Ordinances, and other independent-related ordinances within municipalities or towns that have adopted the County Ordinances or that are required by State Mandate.
- Enters permit information into permit tracking computer software. Reviews permit applications for completion and accuracy.
- Educates customers and all stakeholders of code and ordinance requirements.
- Provides technical assistance, explains, and interprets codes, ordinances, and regulations for design professionals, contractors, owners, and the general public.
- Issues approved permits.
- Updates and maintains electronic and paper databases, files, forms, and records.
- Conducts enforcement actions; receives reports or complaints of potential violations; inspects alleged violation sites; documents conditions observed; determines if conditions are in compliance with applicable ordinances; issues violation notices as warranted; issues order for correction of violations; verifies accomplishment of ordered corrections; initiates appropriate enforcement action in cases of noncompliance.
- Investigates and prepares ordinance violation complaint reports. Performs onsite inspections for the issuance of applicable permits and for compliance inspections with the ordinances.
- Performs onsite soil evaluations and reviews soil test verifications for accuracy and compliance with county ordinances and state regulations.
- Assists with the administration of the Land Use, Sanitary and other zoning related grant programs, including the assessment for eligibility, application preparation, submittal to the State/Federal Department, and the forwarding of received grant money to the appropriate entities.
- Interprets Ordinances for the general public, contractors, real estate agents, attorneys, lenders, appraiser, plumbers, surveyors, engineers, and land developers in written form, orally and through on-site visits.
- Analyzes, reviews, and inspects conditional use permit and variance applications for compliance with established conditions.
- Other duties as assigned.
REQUIRED JOB COMPETENCIES
- Ability to read topographic, wetland, floodplain, soils, and zoning maps.
- Knowledge of land use ordinances.
- Knowledge of the County and Department's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
- Ability to effectively utilize the principles of strategic and long and short-range planning.
- Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures and techniques for resolution of issues.
- Ability to research and analyze detailed information and make appropriate recommendations.

- Ability to plan, develop, implement, and evaluate projects and programs.
- Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.

- Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
- Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.
- Ability to think quickly, maintain self-control, and adapt to stressful situations.
- Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
- Knowledge of computer software including word processing, spreadsheet, and database applications consistent for this position.
- Ability to perform mathematical calculations required of this position.

- Skill in researching and understanding complex written materials.

PHYSICAL AND WORK ENVIRONMENT
- This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Work performed may require walking or standing to a significant degree on rough terrain.
- Work is primarily in an office setting, although field work may occur on occasion.
- Work may be in adverse weather conditions where variations and extremes in environmental factors such as temperature, odors, noise, wetness, and/or dust, may cause some discomfort and where there is a risk of minor injury.
- May require dealing with persons who are hostile or aggressive, posing threatening conditions.

Bachelors (required)
Experience
Must meet requirements of Dodge County Driver Qualification Policy. (required)
CST Certification and POWTS inspector's license must be obtained within 1 year from date of hire. (required)
Bachelor's Degree in soil science, natural resources management, land use planning, geography or closely related field and one (1) year of land use/zoning or sanitary ordinance enforcement related experience. Equivalent combination of education and experience which provides the necessary knowledge, skills and abilities may be considered (required)
