Job Description

GDS Associates, Inc. has an exciting and challenging opportunity for a Director - Accounting and Tax in the Rates & Regulatory Department.

The Director's responsibilities include management of a profit center that includes various clients. The Director will work to expand the profit center through marketing and proposal efforts that will also include attending trade shows and sales calls to client sites. The Director will manage a portion of the supporting staff to complete project deliverables for managed clients. The Director collaborates directly with clients to meet their needs and ensures that any problems are corrected immediately with the assistance of the supporting project team. The Director will report to a Managing Partner.

Responsibilities:



  • Identify and develop new business and maintain existing client relationships.
  • Lead cross functional teams to address complex rate making, regulatory issues, and utility accounting and tax issues at the federal and/or state level.
  • Provide subject matter expert consulting for complex utility accounting and tax matters with a focus on the impact to utility cost-of-service rate outcomes.
  • Lead and participate on a consulting team to identify issues related to accounting and tax matters in connection with utility cost of service and regulatory proceedings.
  • Independently prepare expert testimony in support of disputes, regulatory protests, and/or litigation support on behalf of public power, consumer-owned utilities, large industrial users and/or state regulatory commissions/agencies, including testifying at regulatory hearings.
  • Manage project team(s) and oversee delivery of work products including client presentations. Mentor team members in areas of functional expertise.
  • Administrative supervisory responsibilities of other employees are not required.
  • Assist with recruiting efforts and management of on-boarding of new department employees.
  • Maintain profitability of the department through acquisition of new business and managing the utilization of direct reports and/or project teams.
  • Successfully and profitably manage projects. Responsible for assisting in collecting account receivables.
  • Provide leadership in marketing efforts with existing and prospective clients including development of proposals, attending technical conferences, and on-site marketing calls. Responsibility to generate work for project teams. Assist in cross selling with other departments.
  • Interface and work with other departments on more complex inter-departmental projects.
  • Follow industry developments to maintain concentration of expertise and mastery on topics pertinent to the Rates and Regulatory Department.

Experience and Skills

  • Minimum of bachelor's degree in accounting, economics, statistics, finance or another business-related field.
  • Master's degree preferred, but not required.
  • Certified Public Accountant required.
  • Proficient in Microsoft Office (Excel, Word, & PowerPoint).
  • FERC and/or state utility regulatory and rate making experience.
  • Strong research, analytical, and problem-solving skills.
  • Testimony experience or similar experiences communicating technical positions in writing.
  • Significant experience conducting audits, investigations, or other reviews involving the collection of evidence or data necessary to evaluate compliance or reasonableness of utility cost of service matters.
  • Excellent oral and written communication skills.
  • Ability to work well on a team with no supervision.
  • Flexibility/availability to work extra hours when necessary to meet project requirements.
  • Physical ability to perform reading and work on a computer during working hours.
  • Available for moderate domestic travel (5-15% primarily to FERC offices or state commissions).
