Job Summary

Under general direction of the department/division director, administrator is responsible for the management of all department/division human resources services. Manages, plans, administers and coordinates the administrative operations of the department which are significantly complex and broad in scope. The HR Liaison Lead is the HR subject matter expert for the department/division and oversees compliance for collective bargaining agreements, policies and law and is responsible for leading the administrative team. Serves as resource to employees/supervisors in the areas of contract and policy interpretation and compliance, probationary monitoring, employee/labor relations, talent acquisition, performance management, conflict management, progressive discipline and terminations, classification/compensation and health & welfare benefits. The position exercises initiative and sound judgement to identify potential issues of concern and recommends and follows-up on solutions to achieve desired outcomes while partnering with management and staff to maximize departmental personnel processes between the department/division and Human Resources. Demonstrates good judgement in selecting methods and techniques for obtaining solutions. The HR Liasion Lead serves as the department's/division's liaison to human resources departments (Employee & Labor Relations, Recruitment, Compensation, Disability Management Services, Benefits, Leave of Absence) as well as to managers, supervisors, and staff on a wide array of complex and multidimensional staffing matters. Main portion - May serves as special resource for pre-and post-contracts/agreements, interpreting regulations and guidelines on UC Davis Health Policies and Procedures, collective bargaining contracts, and contracts/agreements. Ensuring expenses are paid according to contract, and/or monitoring contract and agreement expenditures.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related area and/or equivalent combination of education and experience
  • 3-5 years of recent related HR work experience
  • Experience in analyzing and interpreting personnel policies and procedures, collective bargaining agreements, employment law, and advising management on sensitive employee and labor relations issues
  • Experience and advanced skills in analyzing and documenting human resources processes to identify improvement opportunities
  • Experience with human resource management systems, software and databases
  • Advanced knowledge of the principles and practices of human resources management, including recruitment, classification and compensation administration, and employee and labor relations in a large, complex organization
  • Skills to maintain confidentiality of information and exercise discretion in dealing with controversial or potentially sensitive topics
  • Advances people and customer service skills including verbal/written communication, active listening, problem solving, and critical thinking
  • Proficient with MS Outlook, Word, Excel, PowerPoint, data visualization tools, online research, and record keeping
  • Demonstrated ability to lead and influence a team

Preferred Qualifications

  • Valid California Driver's License or valid California Driver's Temporary Permit and ability to have a valid California Driver's License within 6 months from date of hire
  • Experience and demonstrated ability to remain current with California labor law, policies and to assimilate and practice University and UC Davis HR policies and practices
  • In-depth skills with UCD and UC proprietary systems, e.g. PeopleAdmin, UCPath, Cognos, Kuali
  • Demonstrated advanced knowledge of University Personnel Policies for Staff Members and labor contracts
  • Advanced oral and written communication skills for individual, group or formal presentation settings
  • Skills to collect, analyze, and summarize data into report form; and to incorporate text, charts, and other graphics to produce professional products
  • Knowledge of computerized personnel, payroll, and accounting systems

Department Overview

The primary purpose of the Joint Venture Rehabilitation Hospital is to provide a full range of rehabilitation services designed to restore patients to their optimal functional capacity. The hospital is a 52-bed rehabilitation hospital on the Sacramento medical center campus. It is equipped with leading-edge amenities and adaptive units where patients can practice typical activities of daily living. The rehabilitation hospital also includes a 12-bed brain injury unit and four private rooms for bariatric patients.
