Responsibilities

The Program & System Analyst, Senior, shall provide senior program analysis support, including creating, monitoring, analyzing and documenting critical business processes. The candidate shall provide business process support services, including coordination support across organizational functional areas.

The Program & System Analyst, Senior, shall perform requirements analysis, system analysis, development and implementation support for core functional business requirements. The candidate shall also support all monitored enterprise agreements and services, process re-engineering and adaptation of IT solutions in support of establishing and providing standardized and structured program management to the organization's enterprise agreements to improve processes, improve velocity, and increase value to end users. The Contractor's business process support shall include analyzing advanced collaboration capabilities, workflow, business process modeling, business process modeling translation, system modeling and simulation, license and entitlement monitoring and management, executive dashboards, enterprise search and discovery, project management and associated tools.

Key responsibilities include:

    Analyze business and information processes, activities, and events in detail. Proposing and documenting business processes.
  • Analyze data processes, process trends, and patterns to identify risks and opportunities for increased efficiencies.
  • Research and utilize available licensing, entitlement, financial, pricing model and other data to evaluate and analyze the effectiveness of exiting management and business processes with regards to enterprise agreements (EA).
  • Recommend solution to improve the organization's business processes with a focus on improving efficiency or cost savings.
  • Create artifacts associated with implementation of EA processes, such as bulletins and action items.
  • Continually monitoring agreements, entitlements, and projections, including researching variances and gaps, and documenting results in variance and gap reports.
  • Research and responding to customer inquiries regarding capability requirements, business processes, documents, and other matters as necessary.
  • Gather and reporting on business requirements related to EAs.
  • Gather, classifying, and analyzing data for annual business planning processes, including analyzing data provided by cost estimators to create overall cost versus benefit assessments which include consideration of functional benefits, technical performance, risks, and schedule impacts.
  • Provide / report timely and accurate status updates for assigned tasks.
  • Participate in special projects related to business process efforts.
  • Perform process analysis to define opportunities for new or improved business process solutions.
  • Conduct Gap Analysis for business process engineering.
  • Conduct Feasibility Studies and Trade-off Analyses.
  • Prepare business cases for the application of enterprise agreement management solutions.
  • Present information formally and informally, including business cases, best practices, recommendations, process designs, briefings and training to a variety of audiences as coordinated with team leadership.


Qualifications

  • Experience within VA is preferred.
  • Experience with business, process and data analysis.
  • Good understanding of data and requirements analysis concepts.
  • Strong written and verbal communicator. Experience with technical writing, preferred.
  • Detail oriented, self-starter.
  • Highly Proficient with MS Productivity tools, especially with Excel.

Education:

  • Bachelor's degree in operations research, mathematics, computer science, cost accounting or related scientific or technical discipline and 5+ years' work experience
  • Eight (8) years of additional relevant experience may be substituted for education (13 years total)

Clearance:

  • The ability to pass a Tier 1/Low Background Investigation

Location:

  • 100% Remote, USA
  • Monday - Friday (8:00 AM - 5:00 PM EST Time)

Pay Range:

  • The pay for this position ranges from $47,240 to $65,500
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location
  • Also, certain positions are eligible for additional forms of compensation, such as bonuses
