Job Summary:

The Industry Specialty Services Director - Prevailing Wages leads client projects to assist federal contractors and federal funding recipients with compliance with Department of Labor (DOL) Wage and Hour requirements including the Fair Labor Standards Act (FLSA), Service Contract Act (SCA), Davis-Bacon and Related Acts (DBRA) and related Executive Orders. This position may also lead client projects in connection with prevailing wage and apprenticeship requirements under the Inflation Reduction Act. This may include supporting contractors with training, compliance assessments and implementation of compliance programs, mock audits, navigating DOL investigations and disputes, and ad hoc compliance advice. This position is also responsible for acting as the client contact, training/supervising BDO staff assisting on these engagements, leading speaking engagements and trainings for trade associations and business groups, and promoting thought leadership on the subject matter, including providing innovative and effective solutions to complicated questions in order to meet client needs.

Job Duties:



  • Provides preventative guidance and solutions to assist clients with federal contractor/federal funding recipient labor law requirements (SCA, DBRA, FLSA, etc.) to include compliance assessments, mock audits, process/system recommendations and implementation, and training
  • Guides contractors through DOL investigations and serve as the interface with DOL if needed
  • Uses regulatory knowledge and facts and circumstances, where applicable to evaluate the validity of investigative findings and/or compliance practices
  • Prepares historical calculations to remediate prior non-compliances and provides alternative options for settlements, and payments as applicable
  • Reviews and develops client policies, procedures, and other tools for compliance purposes
  • Supports requests for equitable adjustment, claims, debarment proceedings and other disputes associated with labor law compliance
  • Serves as a technical expert for client questions as they arise
  • Assists Partners with client proposals and scoping/qualifying opportunities
  • Aids in firm development activities and other marketing initiatives including but not limited to attending and speaking at conferences, networking, developing internal and external practice development opportunities and identifying cross servicing opportunities
  • Prepares innovative thought leadership such as authoring articles/white papers, or presentations for webinars and conferences, strategically developing a strong network to build a brand in the market as a subject matter expert
  • Other duties as required


Supervisory Responsibilities:



  • Assists in workload supervision, scheduling, development, and training of associates, senior associates and managers
  • Reviews and evaluates work prepared by associates, senior associates and managers
  • Trains associates and senior associates on firm methodologies and subject matters
  • Provides verbal and written performance feedback to associates and senior associates


Qualifications, Knowledge, Skills and Abilities:

Education:



  • Bachelor's degree, required, advanced degree, preferred


Experience:



  • Ten (10) or more years or relevant federal contracting experience, required
  • Experience with FAR (Federal Acquisition Regulations), SCA (Service Contract Act), DBRA (Davi- Bacon and Related Acts) Act), FLSA (Fair Labor Standards Act), CWHSSA (Contract Work Hours and Safety Standards Act), Minimum Wage and Paid Sick Leave Executive Orders, required
  • Experience with the Inflation Reduction Act, preferred


License/Certifications:



  • CPA or CFE, preferred


Software:



  • Proficient in the use of Microsoft Office Suite, specifically Excel, Word, and PowerPoint, required

  • Excellent verbal and written communication skills, specifically business / report writing
  • Strong analytical and basic research skills
  • Solid organizational skills with the ability to meet project deadlines with a focus on details
  • Ability to successfully multi-task while working independently or within a group environment
  • Proven ability to work in a deadline-driven environment and handle multiple projects simultaneously
  • Ability to follow and apply specific rules and regulations
  • Ability to work with minimal supervision


Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate's qualifications, experience, skills, and geography.

National Range: $170,000 - $235,000
Maryland Range: $170,000 - $235,000
NYC/Long Island/Westchester Range: $170,000 - $235,000
