Basic Function

Quantify and identify proposed work scope items for Turnarounds and unit specific outages from SAP, DOR list, and the inspections IWR list, build and develop Start Up Assurance forms unit specific to the work scope, break down work scopes and Start Up Assurance forms into unit specific zones, develop unit Shutdown and Start-up schedules, develop unit specific battery limit isolation blind list, develop unit specific chemical cleaning blind list and emission control needs, build and develop unit specific work zones, work with contractors to develop a chemical cleaning plan that is unit specific and a plan for the disposal of effluent from the chemical cleaning process. Work closely with engineering, environmental, Unit SME's and safety departments.

Job Duties

  • Responsible for developing work scope and working closely with the maintenance planning and scheduling dept.
  • Assesses job to understand the optimal plan to achieve TA premises including minimizing cost and maximizing safety performance to create an initial scope or proposed work list.
  • Coordinates with numerous other disciplines including operations, engineering, procurement and inspection.
  • Field verifies work described in initial TA work list and develops detailed work scope. (Pre, Execution, Post).
  • Ensures environmental plan (waste disposal, abatement, frac tanks, vac trucks, etc.) is developed.
  • Assembles work scope books with detailed information for Operations planning and execution.
  • Prepares logistics plan for assigned area.
  • Works with maintenance planners and schedulers to optimize the master schedule.
  • Communicates key issues and risks to the T/A Supervisor, Block Coordinator, FS's, and Event Manager.
  • Management of unit turnaround work scope, zone work scopes and Start up assurance books.
  • Seeks opportunities to reduce turnaround scope, and plan and execute with low-cost mindset.
  • Incorporates associated capital project work and Inspection IWR's into job plan.
  • Incorporate safety, environmental and rescue into planned jobs.
  • Monitor actual work progress during execution.
  • Provide drawings and associated paperwork necessary for developing and executing the work scope.
  • Help monitor performance and safety performance of unit/zone work during Turnarounds and outages.
  • Develops effective relationships with site stakeholders: Block Coordinators, Field Service Coordinators, Contract Administrators, Project Managers, and Maintenance by communicating planned scope and supporting job completion.
  • Works Special assignments or tasks assigned to the employee by their superior.

Experience

  • A Minimum five (5) years of overall experience in Turnarounds, maintenance, or project construction in refining or petrochemical environment.
  • Experienced with the use and maintenance of plant history, P&I's, and other technical files
  • Familiar with HSE regulations.
  • Familiar with SAP, Navitrack, Primavera (P6), Nitro, Visio



PREFERRED EXPERIENCE:

Recognized expert in Turnaround work processes preferred. Highly proficient in planning, scheduling, chemical cleaning process, shutdown and startup of Process units during the execution of Turnarounds. Proficient with SAP and Primavera (P6).

Education Level

A minimum of high school diploma or equivalent is required. An Associate's Degree or higher in procurement, engineering or business with work experience in an industrial setting is preferred.

Required Skills

Knowledge of refinery operations and craft knowledge. Strong interpersonal, analytical, business and technical judgment, negotiation, problem solving and verbal and written communication skills. Ability to read and understand Isometric and Piping Identification Drawings and general industrial symbols. Strong performance management skills with ability to manage both qualitative and quantitative targets and a good track record of achieving goals. Advanced reading and writing. Ability to perform intermediate mathematical calculations and computer skills. Ability to effectively communicate with others, both written nonverbal communications. On call 24 hours per day, seven days per week on as needed basis.

Supervisory/Managerial Responsibility

May be responsible for overseeing Operations T/A coordinators, Operations T/A LOTO coordinators, and/or contractors.

Work Conditions

Office and refinery based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver-based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, and exposure to the risk of electrical shock. Subject to all temperatures, weather and varying road conditions. Extended hours necessary during periods of plant turnarounds.
