ETAS was formed and dedicated to support the Department of Energy (DOE) Portsmouth/Paducah Project Office (PPPO) with technical and management services contributing to the safe and cost-effective implementation of the "One PPPO" mission.

The parent company, Pro2Serve, is a nationally recognized environmental, technical, and engineering services firm dedicated to providing critical environmental management services to reduce the Nation's environmental liabilities and infrastructure engineering services in support of our Nation's security. We support the energy, defense, and science markets through responsive, cost-effective execution of critical environmental, facilities and infrastructure, and nuclear defense and nonproliferation projects.

Job Description

Support DOE PPPO personnel with Records Management program activities:



  • Generating records inventory and file plan
  • Plans, organizes, directs, reviews, coordinates, and establishes controls for DOE PPPO records
  • Assigning the appropriate NARA Records Disposition Schedule
  • Create and maintain training slides for PPPO Staff: Annual Records Management and Capstone vs. Email Records
  • Work closely and proactively with DOE PPPO personnel to ensure that records are managed to ensure government accountability, protect the interests of the public, and mitigate records-related litigation risks
  • Execute processes and maintain procedures for records disposition in accordance to approved NARA and DOE records schedules. Lead efforts to organize and classify unstructured data
  • Advise program and IT management on metadata requirements and applicable electronic records management requirements for both newly generated records and migration of records from shared drives necessary during the record's lifecycle

    Establish and maintain a compliant electronic records management system (ERMS)


  • Generate reports in Gimmal's Records Management (GRM), PPPO's ERMS
  • Ensure records are properly stored and maintained throughout their entire lifecycle (creation, maintenance/use, and disposition)
  • Maintain the records inventory and file plan ERMS
  • Dispositioned 332 MB of electronic records

    Ensure that Records Management contractual requirements, departmental milestones, and goals are met

    Active participation in Records Management Working Groups focused on efficient and effective records management programs:


  • NARA's Microsoft 365 Working Group;
  • DOE Records Management Working Group; and
  • Permanent Records Digitization (creation of DOE HQ's Playbook to ensure compliance with 36 CFR 1236, Subpart E)


Performs quality checks to ensure PPPO's records meet requirements prior to accepting in the ERMS

Ensure timely responses to Energy Employee Occupational Illness Compensation Act (EEOICPA), and National Institute of Occupational Safety and Health (NIOSH) claims, litigation requests, and data calls.

Manage subordinate staff in the day-to-day performance of their jobs

Job Requirements



  • Bachelor's degree in Archives, Records Management Administration, Library or Information Science from an accredited university and five years' experience or ten years' experience with federal records management
  • Experience in developing and implementing a Records Management Program
  • Experience in lifecycle records management related to scheduling, maintenance, and disposition of Federal records, in particular, environmental, project and regulatory records.
  • Experience/knowledge in designing, support and lifecycle records management within an Electronic Records Management Systems (ERMS) to meet National Archives and Records Administration (NARA) and DOE requirements, like DoD 5015.2 Standard
  • Detailed Knowledge of Microsoft Office Suite
  • Must have strong organizational and communication skills

    Preferred Qualifications



  • Knowledge of Livelink
  • Hands on experience with Microsoft SharePoint
  • Familiarity with Gimmal software
  • DOE Records Management experience
  • Experience with database systems

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
