We are seeking a Cleared Program Operations Specialist to help us execute the Theater Defense Mission Area (TDMA) broad portfolio of highly classified projects and operations. The TDMA team is comprised of a broad group of Program Managers and Projects Managers executing a wide range of highly classified systems and capabilities. As a member of our team, you will play an active role in our project teams by working both independently and collaboratively with the Analysis Facilities Project Manager, Program Managers, Technical Leads and Security Managers to address facility operations.

Duties include:

  • Provides analytical support to program efforts and work in conjunction with the Program Managers (PM) and Project Managers (PjMs) to set priorities and resolve issues for the overall task management needs.
  • Communicates matters concerning Facilities Operations, Program Security requirements, as well as Information System status, including identification of hardware and software status.
  • Through an understanding of the tasks being performed by the program, be able to adequately convey the methodology, impact, and importance of necessary tasking to deliver required capabilities.
  • Provides program/project tracking by creating and maintaining top-level program schedule (milestones and deliverables). Prepare project status/operations report for program reviews. Collaborates with appropriate organizations to manage program classified systems and program document control. Addresses questions, concerns and/or complaints throughout the project.
  • Oversee property management and purchasing of program-related equipment. Monitors the subsequent tracking of requisition and purchase submissions for program materials from order through material arrival and acceptance.
  • Collaborates with Program Security and System Administrators (SAs) to maintain, track and create Information System accounts for users. Maintain Information System hardware inventory including the tracking of expiring hardware and software license.
  • Collaborates with appropriate organization to manage program classified systems and program document control. Collaborate with Analysis Facilities Project Manager, technical leads, and contributors to manage the protection of classified program information per applicable government security requirements. Apply derivative classification markings to program documentation. Interpret organization-wide security guidance and serve as a security liaison between the programs and APL security groups.
  • In conjunction with Analysis Facility Project Manager, manages facility security features such as safes, calendars, facility configuration changes and new facility requests.
  • Implements quality processes, facilitating program compliance and reviews.
  • Defines program information requirements and generates metrics for reports, dashboards, presentations, briefs, and other deliverables. Uses creativity to proactively generate intuitive, professional-level visuals representing ongoing facilities activities, security compliance action tracking, and Information System actions.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Bachelor 's Degree in a business, technical, or other relevant field or have an additional 4+ years of relevant experience coordinating highly classified project operations.
  • Have at least 2+ years of relevant experience coordinating highly classified project operations.
  • Proven ability to review and organize technical information and provide a critical review of documents for technical content and style while also being able to create presentations from existing material for high-level briefings.
  • Possess strong communication skills with demonstrated experience in effectively communicating with all levels of management and across functional teams.
  • Proven ability to be a self-starter with a high level of initiative and can effectively prioritize competing efforts and independently solve moderately complex problems.
  • Are willing to work in a closed area and special security areas, with experience in security and Information System procedures.
  • Hold an active Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Flexible hours to meet program requirements.

  • Occasional travel to Sponsor offices and technical meeting sites.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
