Chief Administrative Officer & Vice President of Finance

Under the direction of the Chancellor of the new American Public University System (the "System"), the Chief Administrative Officer serves as the System's primary financial officer. The Chief Administrative Officer works with the Chancellor, the Division Presidents and their finance leaders, and the Chief Financial Officer of American Public Education, Inc. ("APEI") to promote and maintain effective, efficient, and accurate financial operations and reporting across the System. The Chief Administrative Officer is responsible for managing System financial planning and analysis, the budget process and related matters, financial aid compliance, the business office, and real estate matters.

The Chief Administrative Officer also directly serves as the Finance Leader for Rasmussen with the aim of working with the Rasmussen president and leadership team to lead Rasmussen effectively. This role works in close partnership with the president of the Rasmussen Division, playing a central role in major undertakings within the institution.

In addition, the Chief Administrative Officer collaborates with the finance leader responsible for APUS Global's financial planning and analysis and budget process in order to obtain financial information necessary for System analysis and to support the Divisions in their financial management

Responsibilities

Chief Administrative Officer for the System level duties include:



  • Coordinates all matters related to financial management and operations of the System through matrixed oversight of the Divisions' finance leads and in partnership with APEI CFO.
  • Supports all reporting required by the APEI Chief Financial Officer/Controller of APEI and meets all GAAP, SEC and SOX standards, as well as other standards set forth by applicable federal, state and local laws.
  • Analyzes effectiveness of all Division finance functions in the System and recommends system and process improvements in collaboration with the divisions' finance leads.
  • Ensures effective expense management and performs needed cost benefits analyses.
  • Oversees corporate service agreements entered into by the System, including any services agreements between the System and APEI.
  • Oversees strategic growth and expansion of campus real estate across the system, including portfolio management of real estate holdings, and facilities management.
  • Consolidates all System financial planning and analysis, including all System annual budgets.
  • Provides direct oversight of all components of student financial aid compliance, including Department of Education federal student aid, Department of Defense Tuition Assistance, and Department of Veterans' Affairs VA benefits, plus ensuring that the system is adhering to all compliance requirements for federal, state, and other institutional aid programs, including reporting.
  • Manages the Business Office function for the System, including billing, cash receipts, and collections.
  • Analyzes routine operational reports and other financial information, interacts with appropriate internal staff regarding audits, and leverages analytics to monitor key performance indicators across finance, operational, and administration related functions.
  • Supports the System and APEI Human Resources teams in the evaluation of staff and faculty compensation models.
  • Supports analysis of all program and course pricing to ensure cost effectiveness of programs.
  • Assists the System Chancellor and Division Presidents in developing the strategy for growth of the System in a cost-effective manner.
  • Actively participates in the System Chancellor's leadership team, effectively build relationships with System leadership, as well as with APEI and Division leadership.
  • Works collaboratively with System leaders and Division leadership to establish and implement short-term goals and to develop long-term strategic plans.
  • Models a growth mindset within a compliance-oriented culture and assists other senior leaders in strategizing opportunities for the System and its Divisions.
  • Serves as a role model promoting passion for the System mission, reinforcing organizational values, and encouraging quality and innovation.
  • Demonstrates an appreciation for the complex financial dynamics of being a wholly-owned higher education subsidiary of a for-profit public company.
  • Leads and manages direct reports in fulfillment of their duties.


Finance Lead for Rasmussen Division duties include:



  • Oversees division financial planning, project specific financial analysis (e.g. flexible program/course pricing, cost effectiveness of programs, faculty and staff compensation financial analysis, etc.)
  • Provides general oversight of financial and operational compliance of Rasmussen Division.
  • Partners with the Rasmussen leadership team to ensure optimal utilization of resources consistent with our mission and assists the President and leadership in developing the strategy for Rasmussen to grow in a cost-effective manner.
  • Owns development of and oversight for division level P&L reporting and ad hoc business Pro Formas to inform growth strategies.
  • Partners with Human Resources on workforce allocation planning.
  • Coordinates with product and business strategy teams on growth opportunities.


Reporting Relationships

The Chief Administrative Officer reports directly to the System Chancellor and oversees System functions including budgeting and forecasting; financial planning & analysis; financial aid compliance; business office; and real estate. This position also has dual reporting to the President of Rasmussen as its Finance Lead. When functioning as the Finance Leader for Rasmussen, this role will supervise collections; financial aid operations and advising; and budgeting and analysis. This leader will partner closely with APEI corporate services teams on services that relate to financial functions and reporting. The Chief Administrative Officer also exercises dotted line, matrixed oversight and collaboration with the APUS Global' s Division's Finance Leader.

Requirements



  • Minimum of 10 years higher education and/or executive leadership experience with a demonstrated track record of success.
  • Minimum of 10 years financial management experience.
  • Master's degree preferred.
  • Demonstrated ability to manage multiple priorities simultaneously.
