Project Controls Manager

We are seeking a detail-oriented and proactive Project Controls Manager to join our client's team, a leader in the engineering industry. The successful candidate will be responsible for overseeing project operational and financial reporting, ensuring projects are completed on time and within budget.

Key Responsibilities:

* Develop and maintain project schedules, including resource and cost loading, to track project progress from initiation through completion.

* Monitor, analyze, and report on project performance metrics, providing insights and recommendations to project management.

* Manage project budgets, including forecasting, variance analysis, and cost control.

* Coordinate with cross-functional teams to ensure alignment of project objectives and deliverables.

* Implement and maintain project control procedures and best practices.

* Prepare and present reports on project status, risks, and opportunities to stakeholders.

* Assist in the development and maintenance of project documentation, including contracts, change orders, and correspondence.

* Work with the project team during project proposals to analyze expected project profitability and establish methods for tracking project performance.

* Direct and review the work of Project Accountants and Assistant Project Accountants for completeness and accuracy.

* Act as a partner and consultant to the Project Executive and Project Manager.

* Ensure the project is fully registered with all necessary information in the project accounting system.

* Ensure all contracts, purchase orders, work orders, or notice-to-proceed documents are fully executed and properly filed.

* Collaborate with Billing Support, Government Compliance, and project staff on client invoicing, collections management, and assistance with invoicing, coding accounts payable, timesheet review, and expense report review.

* Engage with clients to ensure timely workflow of project documentation, positive cash flow through timely invoicing and payment, and quick resolution of issues.

* Manage the approval process of subcontractor billings and subcontract compliance.

* Work closely with the Office Manager and Project Manager to support project performance, including updating and analyzing Estimate to Complete reporting or Earned Value calculations, and reporting exceptions to ensure accurate reporting based on project performance.

* Conduct project reviews and analyses to identify errors and trends, making necessary corrections under the direction of the Project Manager to ensure accurate reporting by established deadlines.

* Communicate project status compared to expected performance, as well as all unapproved work and unanticipated risks, to the Project Manager and Director of Operational Finance.

* Actively participate in project kickoff and coordinate project review meetings with key stakeholders, including the Project Executive, Division Manager, Director of Operational Finance, Office Manager, and Project Manager.

* Compile the necessary financial documentation for review and discussion.

Qualifications:

* Bachelor's degree in Accounting, Finance, Business Administration, Engineering, or a related field.

* Excellent oral, written, interpersonal, and presentation communication skills.

* Ability to summarize complex information and effectively communicate results to project management.

* Strong organizational and time management skills, with the ability to manage multiple tasks and deadlines.

* Knowledge of standard cost control methods utilized in various types of projects (e.g., EPC, Joint Venture, Lump Sum, Time and Material, Maintenance).

* Understanding of project management principles and practices.

* High degree of confidentiality and integrity when handling sensitive information.

* Comfortable leading meetings and making decisions related to project budgets, actuals, forecasts, and schedules.

* Ability to build relationships and communicate effectively across matrix organizations.

* Willingness to travel minimally for business needs.

Preferred Qualifications:

* Working knowledge of project management and ERP software

* Experience with earned value management and performance measurement techniques.

* Familiarity with risk management processes and tools.
