POSITION SUMMARY: Under the general direction of the Technical Supervisor of Laboratory Support, and in collaboration with the Operations Director, Administrative Director, and Medical Director of assigned section, ensures operational and fiscal efficiency for laboratory support services. Manage staff and daily operations of assigned area. Responsible for technical quality of specimen procurement for laboratory testing. Position: Team Lead Phlebotomy Department: Phlebotomy Inpatient Schedule: (Sunday-Thursday, Full-Time, Overnights) ESSENTIAL RESPONSIBILITIES / DUTIES: Provides a technically sound environment to optimize the quality of laboratory services. Ensures ongoing compliance with all applicable regulatory agencies for department section (including but not limited to: CLIA, JCAHO, OSHA, DPH, HCFA, FDA, AABB, NCCLS). Participates in the hospital Quality Assurance Program as designed by regulatory agencies, by the Boston Medical Center Quality Assurance Department or by the departmental/sectional Quality Assurance Policies. Participates in planning, data collection, monitoring evaluation and action on assigned projects within agreed upon time frames. This includes appropriate turnaround time studies and program logs as described in the departmental/sectional policy. Exhibits innovation in planning improvements/new programs and problem solving in area of responsibility. Values and responds to customer feedback and patient satisfaction by taking corrective action or improving suboptimal services; Reviews and evaluates quality assurance data; takes corrective actions as needed. Works with Technical Supervisor for preparation of budget for area(s) of responsibility based on historical data and projected volumes. Submits budget by requested date for the three components of the budget process: Volume projections; Capital and New Program Requests; and Operating Budget. Adheres to budget based on: selection and negotiations with vendors; inventory management; implementation of changes in service; management of salary (base and overtime expenses); maintenance accountability for expenses and corrective action as required. Contributes to departmental goals of improving cost effectiveness, optimization of resources and revenue enhancement. Maintains updated Policy and Procedure Manuals using the CLSI format in compliance with regulatory agencies ensuring documentation of Supervisor and Medical Director review annually and at revision. Review performed according to schedule determined by Supervisor and Medical Director. Utilizing scientific experience and expertise, provides appropriate guidance and/or resolution for problems (i.e., problems involving analytic instrumentation equipment, tests systems clinical correlation, therapeutic decision making, backup systems, and system performance). Plans, evaluates and implements new or different methodologies and technology that enhance or expand laboratory services. Accessible either on-site or via electronic means, to testing personnel at all times phlebotomy services are being performed. Coordinates the human and physical resources of the laboratory to provide quality laboratory services. Provides oversight for the interview process by coordinating candidate selection with input from hospital staff, such as Human Resources personnel, the Medical Director of the Laboratory Section, and the Technical Group Leader. Determines selection of the appropriate candidate to maintain desired staff in accordance with departmental specifications for the position(s) being considered. Provides oversight for the orientation of all personnel to ensure that they can effectively perform procedures in accordance with laboratory standards. Provides oversight of the counseling and disciplinary action process by coordinating activities with input from hospital staff, such as Human Resources personnel, the Medical Director of the Laboratory section, Technical Group Leader and other personnel as needed. Executes disciplinary action consistent with hospital and departmental policies and procedures. Documents this as required. Provides oversight of workstation design so that all responsibilities in the area of charge are covered by designated worker. Ensures that the workday schedules are posted one month in advance. Ensures that the workstation schedules are planned and posted two weeks in advance. Exercises good judgment skills to effectively articulate Boston Medical Center organizational values and to foster a cooperative spirit among the staff with regard to people within and outside the department. Establishes and documents a regimen for assuring the on-going proficiency of the technical staff on, at least, an annual basis. The program should include the following: technical procedures; Laboratory Information System; safety; and departmental policies. Provides continuing education opportunities to staff. Supports the educational mission. Provides support and encouragement to Clinical Instructors, Technical Staff and Support Staff to actively participate in education (i.e., Medical Technology Program, Resident Training program, training of Fellows and Students as applicable). Works with other supervisors to ensure the optimal utilization of the staff for the overall benefit of the department. Facilitates cross training and other programs involved in intersectional cooperation. Establishes an inventory system that provides adequate supplies appropriate for the volume of testing that is efficient,, practical, simple in design and effective. Ensures and documents that all equipment and instrumentation are properly maintained and in good working order. Ensures that adequate maintenance and service contracts are in place. Ensures the familiarity with and proper usage of all required safety equipment. Accurately documents staff attendance for payroll purposes and ensure compliance with hospital policy regarding time management. Exhibits personal and professional pride and self-development. Demonstrates a commitment to continue self-development in management skills and scientific knowledge by attending one management and/or scientific workshop per year. Demonstrates reliability: follows hospital and departmental policies and procedures; demonstrates consistent attendance and punctuality at work and departmental meetings; and completes work assignments within assigned time frames. Effectively cooperates and communicates with staff, members of other hospital departments, and supervisor(s). Communicates with staff through scheduled biweekly meetings. Summarizes meeting minutes in the Laboratory Information System using mailbox function or informal minutes typed and posted in laboratory section Works with other Supervisors and Medical Directors to achieve common goals. Demonstrates willingness to accept instruction, guidance and/or constructive criticism from staff, peers, or supervisor(s). Effectively communicates with the medical and nursing staff to ensure the highest quality of service to user departments, individuals and caregivers. Demonstrates a concern for patient welfare and a commitment to the mission of the Boston Medical Center. Utilizes hospital's Values as the basis for decision making and to facilitate the division's hospital mission. Follows established hospital infection control and safety procedures. JOB DESCRIPTION CHARACTERISTICS EDUCATION: Associate's Degree (or equivalent) or two years of experience in lieu of Associate's Degree. CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED: Certification by American Society of Clinical Pathologists (ASCP) or National Credentialing Agency (NCA) or equivalent agency as a Medical Technologist, Clinical Laboratory Scientist, Medical Laboratory Technician, or specialty certification is preferred. Equivalent agency is defined as an agency that requires a degree in science from an accredited college or university with successful completion of an examination for certification. Such agencies include but are not limited to ASCP, NCA, American Medical Technologists (AMT), American Association of Bioanalysts (AAB), Health Education and Welfare (HEW), and American Society of Microbiologists (AMT). EXPERIENCE: Minimum of 3 years of experience in clinical laboratory with phlebotomy services or client services program is required; supervisory experience in a clinical laboratory is preferred. KNOWLEDGE AND SKILLS: The team leader should exhibit outstanding organizational and interpersonal skills as well as strong leadership qualities to effectively manage their area of charge. The team leader must have an in-depth scientific understanding of the area of charge and must be knowledgeable about and able to perform all tasks delineated in the job description of laboratory support technician and specialist. Requires the knowledge of clinical laboratory science and standards necessary to perform high complexity testing as defined by CLIA(see appendix A) and to accurately report results. Requires the analytic abilities to perform highly complex testing as defined under CLIA 88 as listed in the appendix A to interpret findings, perform calculations, calibrate instruments, review highly complex testing performed by other employees as defined by CLIA guidelines and so forth. Requires the ability to maintain compliance with all regulatory agency (e.g. JCAHO,CAP, FDA, AABB) requirements. Requires the manual/visual dexterity necessary to prepare specimens, prepare solutions, screen specimens and operate a computer software system. Requires English verbal and written language skills sufficient to exchange information with physicians, interact with other technologist and so forth.
