JOB SUMMARY The Quality and Safety/Health Manager is responsible for developing, implementing and overseeing the quality assurance systems and health/safety programs to ensure compliance with company standards, regulatory requirements, and industry best practices of the BOS team at multiple Government complexes (Seal Beach, Norco and Fallbrook) in Southern California. The manager plays a key part in maintaining high-quality operations while protecting the health and safety of employees and promoting a culture of continuous improvement and risk reductions. The manager will lead efforts to monitor and improve processes, investigate incidents, manage audits, and drive corrective and preventative actions across the BOS contract. The Quality and Safety/Health Manager will work closely with upper management to align operations and maintenance with organizational goals, maintain compliance with legal and regulatory requirements, and ensure all requirements in the Performance Work Summary (PWS) are met. ESSENTIAL FUNCTIONS
- Develop and manage quality management systems (QMS) and safety programs in accordance with ISO, OSHA, or industry-specific standards.
- Conduct regular inspections, audits, and risk assessments to identify areas for improvement.
- Lead root cause analysis and implement corrective actions for quality or safety incidents.
- Ensure compliance with local, state, and federal regulations regarding workplace safety and environmental health.
- Train employees on quality assurance protocols and safe work practices.
- Collaborate with production, operations, and HR teams to promote a culture of safety and quality.
- Monitor key metrics and generate reports for leadership on quality performance and incident trends.
- Lead internal and external audits, and manage documentation related to quality and compliance.
- Coordinate with Government representatives, subcontractors, and internal teams to ensure efficient service delivery and high-quality performance.
- Serve as the primary point of contact for government representatives and stakeholders regarding compliance, safety and reporting.
- Prepare and deliver reports, briefings, and documentations to both internal stakeholders and Government clients.
- Track progress using KPIs and performance metrics.
- Foster a culture of continuous improvement and professional development within the team.
- Ensure accurate documentation of activities, preventative maintenances, and generate regular reports for management review.
- Enforces all related SOPs.
- Investigate reported crimes.
- Participate in random drug testing program.
- Participate in company training.
- Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES Yes KNOWLEDGE, SKILLS, & ABILITIES
- In-depth understanding of base operations support (BOS) functions including facility maintenance, logistics, utilities, custodial services, environmental compliance, and transportation.
- Knowledge of risk management principles, assessments, and strategies for mitigating potential risks.
- Strong knowledge of federal, state, and local regulations, especially related to government contracting, safety (OSHA), occupational health, and environmental compliance (EPA, NEPA, etc.).
- Familiarity with Department of Defense (DoD) US Navy operations, standards and terminology.
- In-depth understanding of Quality Management Systems.
- Strong understanding of risk assessment methodologies and audit procedures (internal and external).
- Strong leadership skills to effectively manage, motivate, and develop staff while ensuring compliance, protocols and policies.
- Excellent verbal and written communication skills, with the ability to interact effectively with staff, management, visitors, and external authorities.
- Skilled in training and presenting to team at all levels.
- Must be capable to lead audits, inspections and meetings.
- Ability to think critically and make quick, informed decisions.
- Ability to manage multiple responsibilities and prioritize tasks effectively.
- Ability to work collaboratively with other departments, management, and external stakeholders to align with organizational goals.
- Ability to promote a culture of safety, quality, health and continuous improvement throughout all operational areas.
- Ability to stand or walk for extended periods.
- Must be able to operate in a way that is ethical, responsible and professional.
- Ability to handle confidential information and not disclose it.
- Ability to multi-task.
QUALIFICATIONS
- High School Diploma or GED equivalent - Required.
- Bachelor's degree in Occupational Health & Safety, Quality Management, Engineering, or a related field - preferred.
- Certifications such as ISO 9001 Lead Auditor, Six Sigma, OSHA 30, or Certified Safety Professional (CSP) are highly desirable.
- Minimum 3-5 years of experience in quality and/or safety roles.
- Strong knowledge of regulatory standards (e.g., OSHA, EPA, ISO).
- Excellent communication, leadership, and problem-solving skills.
- Ability to communicate effectively with team members, management, and external authorities.
- Valid state driver's license
- Must be able to perform shift work.
- Must be able to obtain and maintain a government security clearance (SECRET).
- Must pass drug and background screening.
