The Strategic Technology Analysis Group, part of SPA's Space and Intelligence Division, offers sophisticated capabilities (people, process & tools) to resolve unique problems in space, cyber, and special operations in support to military services, Secretary of Defense offices (OSD) and theater warfighters. Our portfolio includes the Assistant Secretary of Air Force for Space Acquisition & Integration (SAF/SQ), Joint Warfare Analysis Center (JWAC), Space Security and Defense Program (SSDP), National Space Defense Center (NSDC), Space Warfighting Analysis Center (SWAC), Strategic Capabilities Office (SCO), US Space Command (USSPACECOM) and US Space Force (USSF). SPA has an immediate need for a highly qualified Signals Intelligence Development (SIGDEV) SME.



Responsibilities

As part of a Cyber Capabilities Prototyping Team, a full time SIGDEV SME is required on special topics to support current and new Cyber Programs. Providing critical linkage between historical efforts, published intelligence, technology, and resulting operations that will drive prototyping requirements for the programs.

Key duties associated with this role include but are not limited to the following:

    Identify new signals or communication methods that may be of intelligence value.
  • Perform technical analysis of signals, such as modulation, encryption, and transmission methods.
  • Perform target analysis to identify the source, destination, and purpose of signals, as well as their relationship to intelligence targets.
  • Identify methods and tools to intercept, demodulate, decode, and extract information from signals.
  • Perform technical metadata and content analysis of information systems.
  • Perform Network Analysis to develop data sources.
  • Utilize linguistic skills to characterize, analyze and analyze digital networks.
  • Utilize target development databases, analyze social and telecommunications networks, and exploit high priority targets.
  • Perform sustained target analysis using proven analytic techniques.
  • Provide fully researched, analysis-based, synthesized products to client.
  • Communicate with stakeholders to exchange relevant information and promote collaboration.


Qualifications

Required Qualifications:

  • Active TS Security Clearance with SCI and SAP Eligibility
  • Bachelor's Degree in relevant STEM discipline and 8+ years of SIGDEV experience; Master's Degree in relevant STEM discipline and 4+ years of SIGDEV experience
  • Knowledge of IC SIGINT-related tools and databases; experience with SIGINT development, analysis, and reporting
  • Demonstrated expertise with telecommunications and ISP networks
  • Excellent interpersonal and communication (oral and writing) skills
  • Demonstrated experience using critical thinking to prepare written reports and presentations for decision makers
  • Demonstrated experience compiling and articulating complex technical knowledge into digestible talking points for senior leaders
  • Demonstrated initiative and ability to plan, work, and deliver both independently and as part of a diverse team focused on delivering novel capabilities
  • Demonstrated ability to work with and manage developers/engineers across disciplines to implement customer and system requirements
  • Reports to designated work location in Ft. Meade, MD, up to full time, based on the needs of the customer

Desired Qualifications:

  • Work experience with any of the following Tools/Databases: INTELINK, DISHFIRE, MARINA, PINWALE, UTT, TUNINGFORK, ASSOCIATION, BlackPearl, AGILITY, Analyst Notebook, TKB, ANCHORY, or MAUI
  • Ability to perform technical analysis against target systems and networks, characterize target network capabilities and vulnerabilities, and support development of new techniques to exploit targets
  • DNI/DNR analysis experience
  • Metadata Analysis
  • Experience as a DNI Analyst and Serialized SIGINT Reporter
  • SIGINT Target Digital Network Analyst (TDNA) experience
  • Target Analyst Reporter (TAR)
  • Experience with Network Topologies
  • Russian or Chinese language skills
  • Demonstrated experience with both developmental and operational test communities
  • Experience with the design, development, and maintenance of software and firmware for embedded devices
  • Experience with waveform design optimization to improve the performance of radar and communication systems
  • Experience with Tactical Data Links and the associated metrics to ensure secure military communications
  • Experience with Software-Defined Radio (SDR) communication systems
