Title:Vice President for Finance and Administration Division: Finance and Administration Department: Finance and Administration FLSA Status:Exempt Salary Range:Annual Salary EEO Job Group:1.2 E1 Position Summary The University of Southern Indiana is accepting applications forVice President for Finance and Administration. Under the direction of the President of the University, the Vice President for Finance and Administration serves as the chief business and fiscal officer of the University. The Vice President provides administrative direction and management in formulating policies and guidelines pertaining to financial planning and business operations to include development, implementation and coordination of business and financial programs, policies and procedures. Duties/Responsibilities
- Responsible for over-all university budget made up of state appropriations, tuition and fees, and other funds.
- Advise President on a regular basis of developments pertaining to fiscal affairs-related matters. Serve as a member of the University's President's Cabinet and President's Council.
- Provide leadership to ensure the integrity of the University's financial, personnel, and other management reporting systems to include strict adherence to and compliance with accepted/standard accounting principles and practices, personnel policies, and Federal, state, local, and University laws and regulations.
- Work with the President, Vice Presidents, Deans, Board of Trustees, and other administrative leaders to identify budget challenges and opportunities-as budget plans are developed and implemented.
- Serve as treasurer to the Board of Trustees and represent the University on financial matters.
- Participate in University Board of Trustees meetings and Board of Trustees Finance and Audit Committee meetings. Prepare agenda items related to Finance and Administration.
- Work with the President, Vice Presidents, Deans, other administrative leaders, and students as appropriate, in coordinating facilities' planning, financing, construction, and maintenance for the University campus.
- Provide oversight to the overall financial reporting and budgetary control systems to ensure proper control, custody, management, and investment of university assets. Authorize or delegate the power to execute contracts and other agreements on behalf of the University.
- Direct, coordinate, and administer the functions of the Business Office, Budgeting, Facility's Operation and Planning, Foundation Accounting, Human Resources, Information Technology, Bookstore, Auxiliary Operations, and Internal Auditing to support the basic missions of the University (teaching, research, and public service). Work closely with the President, Vice Presidents, Deans, Board of Trustees, and other administrative leaders to develop and implement policies associated with the above areas to enhance the efficient and effective achievement of the overall missions and goals of the University.
- Coordinate with various University administrative officials and others to outline goals and objectives of the University's reporting system(s) to meet internal and external management reporting needs of management at all levels within the University, as well as with external agencies and organizations.
- Participate in the university's strategic planning, finalizing the university's strategic plan, and presenting the plan to the University community, Board of Trustees, and various external constituents.
- Lead the master planning efforts of the University.
- Oversee successful execution of financial operations including the development and implementation of the annual operating, biennial, and capital budgets, and annual financial reports while ensuring timely and accurate reporting.
- Engage in the state budget planning process. Collaborate with Vice President for Governmental Affairs and General Counsel and University budget director to prepare biennial budget documents for the State of Indiana. Attend all budget presentations made by the President and answer questions if needed. Prepare any further budgetary documentation for the President as requested by the State.
- Manage the preparation of the Capital Budget Requests for the State of Indiana.
- Serve as the primary, voting university representative for National Association of College and University Business Officers (NACUBO).
- Establish recommended tuition rates for the University.
- Recommend merit pay increases based on budget and additional employee compensation programs.
- Participate in academic program development and reviews in collaboration with the Provost.
- Serve as a voting member of the Academic Planning Council.
- Serve as a member of the President's Enrollment Management Committee.
- Participate in resource synchronization for the University and creative resource development.
- Serve as the USI Foundation Assistant Treasurer and oversee financial aspects.
- Attend USI Foundation Board of Directors meetings, USI Foundation Finance Committee meetings, and USI Foundation Audit Committee meetings.
- Maintain university compliance by working with State Board of Accounts, internal audit, and credit agencies such as Moody's and Standard & Poors.
- Chair University Enterprise Risk Management Committee.
- Member of Information Technology Security Team.
- Lead the effort to analyze budgets and develop creative solutions to maintain relevancy and maximize resources.
- Establish and maintain reserves and targets for those reserves.
- Provide forward-thinking leadership dedicated to institutional growth and sustainability.
- Responsible for debt planning.
- Attend various meetings and events on behalf of the President when needed.
- Provide investment oversight with the end result to generate resources to meet organizational goals while protecting assets.
- Manage strategic real estate assets and develop long-term strategies in this area to meet organizational objectives.
- Maintain a level of management true to organizational culture including integrity and transparency.
- Field calls received by the President's Office pertaining to areas reporting to Finance and Administration such as calls from parents and students questioning tuition bills.
Required Knowledge and Skills
- Master's degree in an area related to business and finance or equivalent in nature and length of experiences.
- Knowledge of best practices in fiscal and other financial functions required.
- A demonstrated ability to inspire others to more effective, creative, and productive performance, to relate with individuals at all levels of the University, to manage funds and other resources, and to delegate responsibilities and authority as appropriate and as needed.
- Effective presentation and communication skills and the ability to work collegially with multiple constituencies.
- Must be an effective problem solver and an approachable mentor to individuals with financial issues.
- Proven experience in capital project management and financing.
- Ability to provide vision and leadership in the application and integration of technology into University functions.
- Experience with administrative and/or academic software systems required.
- Ability to maintain confidentiality.
