Coordinates a section in a department that has institutional oversight responsibilities. Responsibilities involve the coordination and supervision of the various functions and aspects of a specific program or departmental project as well as the monitoring of program staff and operational procedures. Work is performed under general supervision with evaluation based on results obtained. May supervise program staff, volunteers and/or students.

About the Department and/or College

The Procurement Services department includes Strategic Acquisitions, Contract Management, Payment Strategies, Travel Services, Procurement Card Services, Supplier Services, and Business Intelligence & Support Services.

Procurement Services' mission is to provide excellent customer service while adhering to the highest ethical values in the purchase, receipt, and payment of goods and services in support of the University's mission and goals; to maintain resourceful practices that follow the laws of State of Texas and to maintain and expand vendor relations that enable competitive and diversified vendor sources that will provide the best value to the University.

Major/Essential Functions

Prioritize the support for Strategic Acquisitions and TechBuy Support. Assist with end-user and vendor needs, providing the best customer service, timely responses, and making decisions to best assist customers. Maintain a balance between TTU operating policies and procedures and customer benefit in decision-making. Continually evaluate and identify opportunities to drive process improvements that positively impact the customer's experience.

Oversee acquisitions and processes, including reviewing quotes, contracts, and requisitions, and coordinating compliance requirements. Requisitions submitted for approval are reviewed, and action has started within twenty-four (24) hours from receipt in TechBuy. Any requisition that is submitted on a punchout and received by 4:00 pm central must be completed the same day that it is received by the Strategic Acquisition team. Orders that are not completed for more than forty-eight (48) hours after receipt, must be documented with comments in the Comments section of the requisition explaining why the requisition is on hold (pending updated Certificate of Insurance, pending artwork,, etc.).

Monitors purchasing functions to ensure compliance with State of Texas regulations and Statutes, TTU System Regents' Rules, TTU System Regulations, TTU Operating Policies and Procedures, and legal aspects of public procurement. Maintain current knowledge of best practices, current developments, and changes to ensure compliance with statutory requirements, System and University policies, and federal procurement requirements, including compliance with HUB participation goals, and reporting requirements. Review and correct requisitions for completeness and clarity.

Assists with the preparation of specifications for informal and formal solicitations, including all related research and value analysis, in support of the Solicitation Team. Performs research associated with market trends of commodities and services to review specifications in accordance with procurement regulations and guidelines that will be consistent with contract expectations, mitigate risk for the University, and provide overall best value. Performs cost and market analysis to vet suppliers and contracts to identify best value, and supply chain optimization to ensure the most cost-effective and competitive pricing for the procurement of goods and services.

Maintains a high level of understanding of the availability of various purchasing cooperative contract options and is the subject matter expert regarding TTU Operating Policies and Procedures that govern associated acquisitions.

Assists in developing analytical summaries, reports, and recommendations on requisitions and contracts for use in making decisions regarding the renewal or termination of contracts. Review of the aging report for management to evaluate the flow of transactions.

Develops and contributes ideas that provide innovative solutions to improve strategic procurement and contract efforts. Meet regularly with leadership to discuss opportunities to improve processes and requirements. Performs other duties as assigned.

Required Qualifications

Bachelors degree plus two (2) years related experience; OR a combination of education and/or related experience to equal six (6) years.

Preferred Qualifications

The Section Coordinator is expected to have the following minimum general business skills: understanding and management of budgets, effective business writing, understand the time value of money and risk, conducts total cost analysis and mitigates fraud. Section Coordinators must be proficient in the following basic technology applications and skills: Microsoft Office (Excel, Word, Outlook) and Adobe. Section Coordinators must focus on customer satisfaction by conducting themselves in a professional manner while exhibiting integrity and ethical practices in the workplace.

  • Considerable knowledge of business practices related to strategic sourcing.
  • Considerable knowledge of solicitation methods, and contract administration.
  • Specification, technical and creative writing skills.
  • Knowledge of laws, policies, and procedures governing State of Texas and federally funded procurement.
  • Ability to read, interpret, explain, and properly apply rules, regulations, laws, policies, and procedures. Ability to develop effective and cooperative working relationships with other departments, employees, vendors, and other agencies.
  • Ability to use judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature.
  • Ability to establish schedules and to complete projects on a timely basis.
  • Ability to successfully deal with all persons in a fair and equitable manner.
  • Ability to make difficult decisions and award contracts impartially and objectively.
  • Possess complete integrity and a high sense of personal and professional ethics.
