David Evans and Associates, Inc. (DEA) is seeking a dynamic and visionary leader to serve as our Water/Wastewater Practice Leader within the Water and Environment Business Unit (WEBU). This firm-wide position is responsible for leading and growing DEA's Water/Wastewater Practice-supporting current teams across Washington and Utah, with opportunities to expand our footprint in Idaho, Oregon, Colorado, California, and beyond.

In addition to driving growth in the water/wastewater market, this role will play a pivotal part in developing technical excellence, enhancing collaboration, and expanding our municipal and regional utility services-particularly in the areas of water conveyance, pumping and storage, wastewater collection and pump stations, and water and wastewater treatment systems.

Position Summary

This leadership role is focused on practice growth, operations, staff development, business development and sales across DEA's regions. The Water/Wastewater Practice Leader will manage and coordinate closely with regional group leaders, and project delivery teams to ensure technical quality, workload balancing, and successful delivery of water and wastewater infrastructure projects.

Key responsibilities include expanding national branding efforts for the practice, supporting client engagement strategies, advancing internal technical capabilities, and identifying opportunities to grow DEA's presence in the water and wastewater market.

Primary Responsibilities

  • Lead and grow DEA's Water/Wastewater Practice across all regions
  • Achieve performance targets around employee engagement, client satisfaction, revenue growth and profitability
  • Mentor and develop group leaders and senior technical staff
  • Guide decisions on market expansion, hiring, strategic partnerships and resource allocation
  • Elevate DEA's national presence through thought leadership and conference participation
  • Serve in key project roles (e.g., Pursuit Champion, Principal-in-Charge, Project Manager, etc.)
  • Support delivery of superior client experiences through collaboration and quality
  • Partner with other practices, markets and Business Units to foster cross-disciplinary synergies

Basic Qualifications

  • BS in Civil Engineering or related discipline with a focus in water/wastewater systems
  • Registered Professional Engineer (PE)
  • Minimum 15 years of relevant water/wastewater project experience
  • Minimum 8 years in leadership or supervisory roles
  • Minimum 5 years in business development or client-facing roles
  • Demonstrated ability to grow business and mentor high-performing teams
  • Successful track record with public utility and agency clients
  • Alignment with DEA's Cultural Drivers and commitment to collaborative leadership

Preferred Qualifications

  • MS in Civil or Environmental Engineering
  • 20+ years of experience in municipal water/wastewater infrastructure
  • 10+ years in leadership and client service roles
  • Familiarity with funding sources and regulatory compliance for public infrastructure
  • Experience with trenchless technologies, treatment systems, hydraulic modeling, and SCADA integration
  • Proficiency in relevant software (e.g., InfoWater, SewerGEMS, AutoCAD Civil 3D, ArcGIS)

  • Expected Salary range for this role is $160,000 to $215,000 and is based on experience and location.

Potential office locations include: Bellevue, WA; Olympia, WA; Portland, OR; Salt Lake City, UT; and Boise, ID.
