Airport Facility Activation DirectorAs an Airport Facility Activation Director, you will lead the strategic planning and execution of the seamless transition of newly constructed airport facilities to operational use. This role serves as the critical link between the Engineering team and airport departments, including Operations, Maintenance, Engineering, Administration, the Dulles Toll Road and external stakeholders. Ensures that all systems, applications, and facility functions are activated and operationally aligned, fostering a safe, efficient, and customer-focused airport environment. The Director will oversee integration efforts for over $7 billion in new infrastructure, including delivering and activating a new concourse and other high-impact capital projects. Performs related functions. Works under the general supervision of the Vice President and Airport Manager Serves in the office of Airport Activation at Washington Dulles International Airport GENERAL RESPONSIBILITIES Leads facility integration planning for all newly constructed buildings and infrastructure, ensuring operational readiness across all airport functions. Develops and implements integration strategies, plans, timelines, and checklists for transitioning projects from construction to full airport operation. Aligns integration efforts with airport operations, including overseeing transition-to-operations documentation, including SOPs, asset inventory, training materials, and maintenance handoffs. Identifies and manages integration risks and issues, dependencies, and mitigation plans, escalating issues and driving resolution as needed. Leads cross-functional teams by coordinating working groups and steering committees, which drive identifying resource needs and directing teams across engineering, planning, IT, maintenance, and customer service to ensure successful integration. Ensures seamless integration of systems, applications, and data, including ensuring operational systems and infrastructures are tested and validated prior to facility activation. Builds and maintains strong relationships with internal and external stakeholders. Serves as a liaison between the Engineering Department and airport stakeholders to ensure mutual understanding and alignment throughout the facility development lifecycle. Communicates integration, progress, and outcomes to key stakeholders. Creates and delivers detailed integration updates, reports, and presentations to senior leadership and governing bodies. Resolves conflicts and addresses concerns related to integration. Continuously improving the integration process, capturing lessons learned, and developing playbooks and repeatable practices for future projects. Performs other duties as assigned. QUALIFICATIONS Seven years of progressively responsible experience in airport management or facility activation, or operations integration, or airport development. An equivalent combination of education and experience may be considered. Experience leading high-dollar value capital improvement programs/projects or complex facility activations. Strong leadership and team management skills, including experience leading cross-functional teams and coordinating across departments. Project management expertise, with the ability to manage large-scale capital programs/projects from construction completion through operational activation. Excellent communication, interpersonal, and negotiation skills with emphasis on communicating technical and operational issues to both technical and non-technical audiences. Strong analytical and problem-solving skills with the ability to assess operational data, identify risks and gaps, and recommend effective solutions that support seamless facility integration. Proficiency in leading and supporting change management initiatives. Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team. Skill in using a computer and office suite software, with emphasis on using office and project management tools (e.g., MS Project, SharePoint, Excel, scheduling software) to track deliverables and manage documentation. PREFERRED QUALIFICATIONS Strong understanding of federal and industry regulations related to airport facilities, including FAA, TSA, and OSHA requirements. Experience with design-build or design-bid-build project delivery in an airport or transportation environment. Familiarity with airport commissioning processes, safety protocols, and sustainability principles. Project Management Professional (PMP) certification. EDUCATION A Bachelor's Degree in Engineering, Project Management, Aviation Management, or a related field. CERTIFICATIONS AND LICENSES REQUIRED A state driver's license in good standing. NECESSARY SPECIAL FACTORS Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. Is subject to potential hazards common to the airport environment and the construction industry. Wears personal protective gear, as necessary.
