BACKGROUND - Department of Family and Support Services (DFSS)
DFSS is the largest human and social service funder in the City of Chicago. The department serves approximately 400,000 vulnerable Chicagoans every year through 7 service areas: children and youth services, human services, workforce, seniors, domestic violence and homelessness. The department provides critical services through its network of 350 not-for-profit agencies with an operating budget of $790 million in federal, state and local funding.

STRATEGIC PLANNING AND IMPACT TEAM

The Chief Analytics Analyst will serve as the Director of the Strategic Planning and Impact team. The mission of the SPI team is to foster a decision-making approach throughout the department that: 1) aligns with the department's outcome goals, 2) is data-informed, and 3) advances equity and across policies, practices and programs. Under the direction of the Senior Director of Strategy, Policy, and Equity, the Chief Analytics Analyst will oversee a number of workstreams that build DFSS capacity in program and performance improvement and strategic goal setting. Three Principial Operations Analyst will report to the Chief Analytics Analyst.

ESSENTIAL DUTIES

Manages and supervises Strategic Planning and Impact team



  • Supervises Strategic Planning and Impact team staff (currently three positions), delegating and providing oversight in projects that advance the mission and functions of the Strategic Planning and Impact team, including conducting data analysis, supporting DFSS division staff in turning that analysis into insight and action, and providing guidance training and support to staff across the department that advances our commitment to outcomes.
  • Interfaces with senior leadership to identify and evaluate business needs, and define opportunities for improved efficiency, cost-savings and process improvements.
  • Develops work standards and conducts performance evaluations of subordinate staff.


Understands, designs, and guides an outcome-based, continuous improvement approach



  • Guides the department's shift from outputs to outcomes as part of the department's strategic framework
  • Leads the department's processes to ensure outcome data is reviewed regularly by program and senior leadership teams to evaluate performance, understand challenges and enhance future program delivery as well as guide teams with their performance improvement strategies.
  • Identifies opportunities for new lines of work to further advance the department's commitment to outcomes and strategic framework


Oversees support to divisions in the strategic planning and contracting processes



  • Oversees the department's strategic contracting efforts which includes the continual improvement of department-issued request for proposal (RFP) publications to reflect the strategic approach of the department and then ensure that the aspects of the RFP make their way into the contract language.
  • Plans and monitors medium- to long-term departmentwide program procurement cycles and identifies high-priority requests for proposals (RFPs), while taking into account staff capacity and other ongoing work cycles and engaging with department leadership.
  • Designs and facilitates trainings, workshops, and opportunities for division and SPI staff to embed equity and an outcomes focus in their procurements.
  • Oversees SPI team in supporting the development of high-priority RFPs with a results-driven approach (e.g., clearly defined problem statement, target population, and outcome goals and related performance measures).


Leads department-wide implementation of data-driven performance improvement efforts



  • Oversees the department's processes and resources to support data-driven performance improvement, which include both guiding the SPI team in providing hands-on data analytic support to program teams pursuing performance improvement projects and designing and implementing trainings, guidance, templates, and processes to grow division staff capacity to use data to manage program performance.
  • Leads the department-wide adoption and use of data analysis, such as dashboards and reports, to generate actionable insights that can improve day-to-day service delivery and long-term outcomes.
  • Identifies gaps in data interpretation and technical (e.g., Excel, PowerBI, or Tableau) skills across the department, and develops and implements trainings, coaching, and tools/templates for DFSS staff.
  • Effectively communicates insights and facilitates productive, performance-oriented conversations with program, administrative, and leadership staff as well as with delegate agencies.


Supports department-wide data system improvement efforts



  • In collaboration with the DFSS IT team and other city departments and stakeholders, provides direction on department-wide data systems and processes, including collection, storage, sharing, and use.
  • Leads discussions with senior leadership and stakeholders regarding department-wide data systems and processes, including collection, storage, sharing, and use.


Performs related duties as required

Hours: 9AM-5PM

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications

Graduation from an accredited college or university with a Bachelor's degree, plus five (5) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR

Graduation from an accredited college or university with a Master's degree or higher, plus four (4) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position

Selection Criteria

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:




  • Experience synthesizing and communicating information for various audiences verbally and in writing, such as memos, reports, presentations, briefings, and trainings.
  • Previous project management experience, leading people through a process with a stated goal or purpose.
  • Previous experience in strategic planning, using logic models/theories of change and/or developing new program models.
  • Experience in collecting, analyzing, and producing summaries of quantitative and/or qualitative data.
  • Experience analyzing large datasets using a statistical package (e.g., R, SAS, Python).
  • Experience visualizing data (using data visualization software such as PowerBI).
  • Previous experience in public sector social service procurement
  • Previous experience in Human Services or Social Services
