THE POSITION

Blair County Children, Youth, and Families is seeking a highly organized and enthusiastic professional to join our leadership team as a County Program Specialist 1 within the Continuous Quality Improvement (CQI) Unit. DESCRIPTION OF WORK

The Program Specialist 1 in the Continuous Quality Improvement (CQI) unit plays a crucial role in ensuring the agency meets licensing requirements set by the Department of Human Services. This specialist possesses a deep understanding of the agency's operations and serves as the go-to expert for regulatory compliance. Beyond compliance, the role focuses on enhancing the agency's performance by creating and executing strategies aimed at continuous quality improvement, utilizing evidence-based practices. This includes monitoring the quality of services provided by contracted providers, reviewing their compliance with purchase agreements, and assessing the services delivered to children and families in Blair County. Additionally, you will gather data from case reviews and collaborate with the Program Specialist 2 to analyze this information, identifying necessary systemic changes in policies, procedures, or organizational structure. Finally, this role also involves supporting the onboarding process for new employees, ensuring they are well integrated into the agency's mission.

Work Schedule and Additional Information:

  • Full-time employment, 35 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • This position requires supervisor emergency duty coverage, as scheduled.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional level experience in the field of children, youth and families; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
