Together We Grow - One Mission, One Team - With a Commitment to Serve Scope of Work: The organizational objective of this position is to serve as the appointed Emergency Manager planning, directing, controlling, and administering the Installation Office of Emergency Management (IOEM) programs and provide effective management and directorship to assigned IOEM employees Responsibilities:
- Plans, organizes, and directs the activities of the service provider staff, ensuring that Installation Office of Emergency Management (IOEM) responsibilities comply with legal and regulatory requirements and meet customer needs.
- Develops goals and objectives that integrate organization and IOEM objectives.
- Researches, interprets, analyzes, and executes IOEM policies and procedures IAW DOD and AF guidance.
- Establishes and executes policies and procedures for the accomplishment of IOEM objectives.
- Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
- Accepts, amends, or rejects work presented by subordinates.
- Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
- May be appointed as the alternate Emergency Operations Center (EOC) Manager
- Supports the Installation Emergency Manager (IEM) by managing and executing the installation's EM program IAW DOD and DAF Guidance at the direction of the installation commander.
- Serves as technical advisor to senior leadership regarding various IOEM operations, programs, and functions.
- Maintains a strong working relationship with the local communities and industry to ensure collaboration and support as needed.
- Exercises supervisory personnel management responsibilities over a team of employees in achieving and supporting specific tasks related to readiness and emergency management operations.
- Plans work to be accomplished by subordinates, sets and adjusts short-term priorities/goals, and prepares schedules.
- Monitors employee productivity and providing constructive feedback and coaching.
- Disseminates information from upper management to employees and vice versa. Interviews, recommends selection of candidates, and trains new employees.
- Ensures adherence to legal and company policies and procedures and promptly undertake disciplinary actions if the need arises.
- Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Adhere to company policies, procedures, and safety regulations.
- Performs other duties as assigned.
Requirements:
- In-depth knowledge of DAF EM programs, operations, objectives, and policies along with a comprehensive knowledge of management and organizational techniques, systems, and procedures to perform a wide variety of projects.
- Must be able to obtain and maintain a fully adjudicated SECRET security clearance.
- Be a graduate of the Emergency Management Apprentice course JCABP3E931 00AA.
- In-depth knowledge of Chemical, Biological, Radiological & Nuclear (CBRN) operations, training, threats, and procedures.
- Preferred experience as a CE Readiness Flight Chief or equivalent, graduate of the Air Force Incident Management Course, and a Bachelor of Science or higher degree in the areas of Emergency and Disaster Management, Public Administration, or Homeland Security are highly desired.
- Hazardous materials technician level required. Must be certified to the same level or higher of HazMat training of the Emergency Management Techs this position would oversee.
- Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, Excel, and Outlook) and Automated Readiness Information System (ARIS) is required, familiarity with plume modeling software, monthly classified reports, such as DCAPES, AF-IT and METL, and common operating picture (COP) administration are highly desired.
- Must maintain licenses and/or credentials required for this position.
- Must be able to maintain ability to access government worksite.
- Must have and maintain a valid state driver's license to operate a company vehicle.
- Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
- Must be able to successfully complete a drug/alcohol test and a criminal record check.
- Must possess and maintain a valid state driver's license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.
Physical Demands / Work Environment:
- Physical requirements include (but are not limited to) the ability to lift 50 pounds, pushing, pulling, carrying, stooping, bending, squatting, and reaching for long periods of time.
- Work may be performed indoors or outdoors in varying weather conditions. Must be able to work in confined spaces, at heights, and around various hazards with appropriate PPE.
- Must be able to perform duties under adverse weather conditions (extreme cold / heat, etc.). Outside work in winter, summer, rain, sleet, and snow and on uneven terrain - side hills and slopes.
- Must be able to work alternate and extended shift schedules when necessary to meet the customer's mission requirements, including weekends and holidays.
- Must be able to perform on-call duties when necessary and report to work within the required timeframe from notification.
