JOB SUMMARY

Performs a variety of complex and highly responsible administrative and program support activities for the California EMS apprenticeship programs and grant programs that meet the organization's needs. Plans, organizes, and coordinates the day-to-day activities and operations of assigned programs and promotes assigned programs. This position requires communication, organizational, problem-solving, and decision-making skills and traveling throughout California. Employees in this position receive general direction from assigned supervision within a framework of standard policies and procedures.

ESSENTIAL FUNCTIONS/DUTIES

  • Administer the day-to-day activities and operations of select apprenticeship programs.
  • Research various types of grants available and criteria to qualify for each.
  • Drafts and completes grant applications according to application requirements, timelines and parameters.
  • Serve as the primary point of contact and a liaison with apprenticeship network staff, colleges and local schools districts, community leaders, agencies/organizations which provide resources to students, and apprentices.
  • Ensures compliance with all federal and state program requirements.
  • Thorough understanding of grant funding policies and procedures and applicable local, state, and federal regulations.
  • Develop, cultivate, and maintain relationships with registered apprentices and pre-apprentices, as well as faculty and administrative staff at the colleges and local school districts.
  • Manage data collection and coordinate efforts with the apprenticeship network staff for apprentice registration and enrollment required by the Division of Apprenticeship Standards and the Department of Labor.
  • Examine and use data for accurate reporting throughout the year for various stakeholders.
  • May be required to obtain necessary data sharing agreements for assigned projects.
  • Incorporate a continuous improvement process to drive continued strategic results and increase efficiency.
  • Coordinate with various community partners and provide information and updates for select programs for key stakeholders.
  • Maintain an accurate and detailed calendar of events, due dates, and schedules related to assigned program(s) and services to ensure proper tasks and activities occur as scheduled.
  • Be a representative for apprenticeship program opportunities in a variety of meetings in support of assigned projects.
  • Provide a compelling introduction to assigned programs; identify and recruit potential participants; develop brochures, flyers, social media posts, and other promotional materials; make presentations to appropriate groups.
  • Serve as a resource to others for data, research, projects, schedules, and other information.
  • Resolve issues and ensure program objectives and policies are properly implemented.
  • Coordinate with other college departments and apprenticeship network staff to increase access to apprenticeship programs for current and potential students.
  • Monitor expenditures in line with the project budget and assist with the development of the assigned project or program budget.
  • Compile, analyze, prepare, and submit project reports.
  • Compile, maintain, and review apprentice records utilizing digital/online files and data base user interface software, allowing for tracking of an apprentice's progress throughout their program.
  • Collaborate closely with apprenticeship network staff, faculty aligned with apprenticeship programs, and the assigned staff at the colleges within the district.
  • Assess labor market information, stakeholder interest, and existing college resources to make recommendations and implement new programs.
  • Perform related duties similar to the above in scope and function as required.

MINIMUM QUALIFICATIONS:

Education:

  • Bachelor's degree in a related field (public administration, education, social services or a closely related field), or equivalent experience.

Experience:

  • Minimum of two (2) years of related work experience. Preferably in workforce development, education, or healthcare environment.
  • Grant writing experience preferred.
  • Demonstrated professional writing, presentation, and technical research skills required.
  • Advanced knowledge of New & Innovative apprenticeships, pre-apprenticeships, and enhanced OJT concepts is a plus.
  • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.

Knowledge and Skills and Abilities:

  • Principles, procedures, objectives, and practices of apprenticeship and grant programs.
  • Budget implementation and management procedures.
  • Effective oral and written communication skills.
  • Effective analytic, interpersonal, negotiation, and organizational skills.
  • Interpersonal skills using tact, patience, and courtesy with stakeholders from diverse socioeconomic, cultural, disability, and ethnic backgrounds.
  • Principles of administration, leadership, and supervision, including planning, organizing, organizing, assigning, and reviewing work, performance standards, evaluation, discipline, and employee selection and development.
  • Diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
  • Work effectively under pressure, prioritize tasks, and meet multiple deadlines.
  • Present information in a variety of public presentation settings effectively.
  • Advanced Knowledge of Microsoft Office Suite and other business-related software or other case management software.
