This position will work a hybrid schedule which includes a combination of working both onsite at Campus and remote (3 days/week on-site).

DESCRIPTION

Reporting to the Assistant Director Budget & Finance in OMCP, the position is responsible for advanced budgeting, financial and analytical functions. Independently responsible for the tracking and allocation of complex funding sources and providing crucial resource, operating and forecasting analyses. Responsible for the annual budgeting process. Responsible for rate recharge analyses, providing expert recommendations to leadership for the short and long range strategic planning of core and self-supporting activities, and submitting rate recharge proposals to the campus Rate Recharge Review Committee for approval. Independently perform special high-level analytical and forecasting projects. Act in a professional capacity possessing a high level of knowledge and recognized expertise. Apply experienced skills to address and evaluate business needs, challenges, and complex issues to ultimately provide recommended solutions and support their implementation. Make recommendations to OMCP Leaders in addressing potential problems. Manages fiscal closing and coordinates activities with departments.

Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.

  • Thorough knowledge of finance policies, practices, and systems. Thorough knowledge and applications of principles and practices of fiscal planning and analysis and budgetary systems.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Proven skills in applying computer technology as a problem-solving tool in financial modeling, analysis, budgetary management, and other administrative functions and situations. Expertise using computer software, such as Microsoft Excel, Word, Access and PowerPoint.

  • Ability to adapt to changing priorities. Demonstrated ability to work in pressure situations and accommodate interruptions. Ability to maintain flexibility to redirect efforts when priorities change. Strong organizational skills and ability to multi-task with demanding timeframes. Project management skills to plan and supervise assigned projects including prioritizing workloads and complex schedules in an environment of frequent interruptions, multiple deadlines and changing priorities

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Strong ability to maintain status information and reporting to supervisor in a regular and timely manner.

  • Ability to independently gather required information to organize, and perform financial analysis assignments. Proven ability to perform independently with minimal direction in unstructured situations and apply creativity and originality in problem solving and financial analysis.

  • Proven skills and knowledge to perform complex financial modelling, resource planning, and budgetary oversight of a diverse population of resource collection programs. Ability to understand and create resource collection and costing programs and create associated complex analysis and financial models.

  • Ability to function as a member of a team. Interact collaboratively in team settings. Assist team members during critical deadlines. Provide coverage during absences and times of heavy workload. Ability to work effectively and participate in teams and workgroups. Experience in leading and participating in cross functional teams

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Proven interpersonal skills throughout the organization in applying tact, diplomacy and flexibility with a strong focus on service orientation.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Knowledge of auditing techniques and internal control principles.

  • Ability to identify and deal with sensitive issues and work with confidential documents, and treat such matterswith discretion, tact and diplomacy.

  • Strong attention to detail and accuracy. Ability to process and understand high-level concepts and drill into the details as needed.

  • Proven ability to work in both a remote and in-office environment successfully with minimal supervision. Ability to seek out resources to help drive timely productivity. Extensive work experience to perform and produce quality work to meet department goals and expectations.

SPECIAL CONDITIONS
  • DOJ/FBI background checks and clearances required prior to employment.

  • May be required to work occasional nights and weekends including during fiscal year-end.

Pay Transparency Act

Annual Full Pay Range: $79,200 - $143,400 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $37.93 - $68.68

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
