Rutgers, The State University of New Jersey is seeking a Assistant Director of Data Analytics for the Center for Pharmacoepidemiology and Treatment Science ( PETS) within the Institute for Health, Health Care Policy, and Aging Research under Rutgers Biomedical and Health Sciences ( RBHS).

The primary purpose of the Assistant Director of Data Analytics is to manage the numerous and complex Electronic Health Record and administrative claims data from the various datasets held and used within the Center (including Centers for Medicare & Medicaid Services [ CMS] data, Clinical Practice Research Datalink, MarketScan, and other electronic healthcare data sources). The Assistant Director of Data Analytics manages the associated healthcare databases, analytics, interpretation of study results, reporting of study findings, and publication of results; oversees support and research operations with ongoing data; including supervision and mentor ship of three data analysts; and oversees the PETS Center analytical efforts with regards to the data.

The Assistant Director of Data Analytics will conduct complex analyses using healthcare datasets within an ever-expanding research grant portfolio within the Center. Working with internal and external data providers and project teams to build analytical plans, build and manage databases, and formulate complex analytical plans; lead the conduct, interpretation, and reporting of analyses and study findings; and contribute significantly to the publication of studies.

The Assistant Director of Data Analytics is responsible for ensuring that analytical best practices are taken by all junior analysts with regards to management, organization, data cleaning, and compliance with regards to the Center's data. The Assistant Director of Data Analytics will serve as a leader and subject matter expert in biostatistics, coding and advanced analytics within the Center. This individual will lead, and provide direct support on research proposals, analytical plans and serve as a co-author on papers.

Among the key duties of this position are the following:

  • Oversees and manages all aspects of data administration, data management, security and data analytics required to support the PETS Center and its project initiatives.
  • Oversees data management and the performance and process improvement data analytics and reporting for all offerings working closely with the PETS Center Faculty to define the metrics and reporting requirements.
  • Apply advanced knowledge of statistical theory and practice to analytic work and provide high-level biostatistical consultation and expertise to federally funded pharmaceutical industry and other projects including the selection of appropriate statistical modeling strategies to appropriately address research questions and test hypotheses in pharmacoepidemiology studies
  • Maintain high-level expertise in advanced statistical techniques for pharmacoepidemiology, treatment science, health services, and outcomes research.
  • Implement modeling strategies in health care "big data" to address critical population health questions.
  • Plan and implement use of sophisticated methodological tools to reduce confounding in large observational outcomes studies; contribute to research proposals and peer-reviewed articles serving as co-author on articles and reports to funding agencies.
  • Leads dissemination and implementation efforts (e.g., articles, papers, conference presentations) in areas of specialization, presenting at local, national, and and international webinars as well as in-person conferences, leading and contributing to peer-reviewed manuscripts in leading scientific journals.
  • Performs advanced and technically challenging data extraction, analysis, cleansing, mapping, complex linkages, and files as need per individual statistical analysis plans for Center and project initiatives.
  • Provides guidance, mentors and manages, directly or indirectly other PETS Center data analysts who are responsible for study analytics and data quality control and to PETS Center faculty preparing or conducting pharmacoepidemiology research.
  • Leads the evaluation of the appropriate applications, data resources, and environment for the Center's strategic Center and project level planning in conjunction with the Center's operations and research leadership team and Center Core Faculty; conducts pilot and feasibility testing using the Center's data resources.

Minimum Education and Experience

  • Masters' Degree in epidemiology, biostatistics, medical science or a relevant field with a minimum of Seven (7) years of experience working with complex administrative and claims datasets, or similarly large datasets, including analysis, and of increasing functional responsibility in a leadership role.
  • Must have a minimum of 2 years supervising direct reports in a research field.
  • Equivalent education, experience may be substituted for the degree requirements.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Knowledge and understanding of healthcare-related data for: reporting to internal and external partners and collaborators, data analysis, data management, and report generation; and meeting accountability and assessment requirements of a healthcare organization.
  • Evidence of experience performing advanced biostatistical analyses, including propensity scores, casual inference, advanced regression, and multiple imputation. Evidence of leadership by guiding, empowering and supporting the study team, ensuring successful project execution, impactful data-driven decisions, and continuous growth of the teams capabilities.
  • Experience with healthcare and clinical data, (patient data, quality data, claim data). Must have good level of electronic medical record system data collection and reporting.
  • Record of published peer-reviewed journal articles, research reports and abstract presentations at scientific conferences.
  • Must have evidence of work as a collaborative, creative problem-solver who excels at turning complex data into meaningful healthcare outcomes; ensures that the study team's work aligns with the broader organizational objectives and translates into actionable insights; and utilizes advanced methodologies to enhance the team's statistical practices.
  • Must have a high level of computer literacy including Microsoft Office Suite and data querying tools. Extensive knowledge of data management and manipulation in SAS, R, and/or SPSS.
  • Must have excellent project management, time management, communication, interpersonal, decision making, analytic, and reporting skills.
  • Must be able to work with a wide range of individuals with diverse backgrounds and perspectives on data usage including faculty, staff, and senior administrators; as well as individuals at other healthcare institutions, media outlets, and government offices.

PHYSICAL DEMANDS:
Significant telephone and email communication are required with some travel. Extensive work from a personal computer is required. In addition, must be able to function under rapidly changing conditions. Standing, sitting, walking, talking, hearing. No special vision requirements.
