Housing Development Manager - Florida Client Site

IEM is looking for Full Time- Housing Development Manager to join our team. The Housing Development Manager is responsible for leadership, supervision, training, and overall management of the single, multi-family and/or rental housing development project teams. This role ensures high-quality service, timely meetings, milestone achievement, and the resolution of construction issues. The manager will oversee and expedite the completion of relevant applicant files and participate in the development and approval of all tools, checklists, processes, and procedures used to manage housing construction activities.

Primary Location:



  • Live anywhere in the United States but should be willing to travel to the Tampa Bay Region in Florida for the life of the project.
  • Work remotely as well as in an office with a team, specific office location is not yet determined but will be within commutable distance to Hillsborough, Sarasota, Manatee, Pinellas, Hernando, and Pasco Counties.
  • Preferred candidates will currently live in or around the Tampa Bay Region of Florida..


Travel Requirements:



  • This position will require travel to complete work assignments or attend meetings. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations.


Essential Functions:



  • Assist with ensuring the Housing and Infrastructure Project Management Teams achieve established applicant interaction, construction management and contract production goals and milestones, including:

    • Quality of service
    • Timing of meetings, milestones and applicant interactions
    • Identification of construction issues requiring contractor, municipal and/or DCA intervention


  • Serve as primary program contact to local townships and municipalities to facilitate permitting, inspections, construction progress, certificates of occupancy, and project completion.
  • Provide lead-based paint and Energy Star guidance and support to ensure all projects meet program requirements.
  • Working hand-in-hand with Project Managers, perform spot-check inspections and ensure quality field operations.
  • Provide leadership, training, and activity coordination for construction-related teams.
  • Participate in the development of tools, checklists, processes, and procedures for team activities.
  • Work with leads and managers to address program challenges and concerns quickly and effectively as they arise.
  • Monitor file and production trackers to assist with managing production and staff performance.
  • Assist Teams with ensuring all assigned cases are handled efficiently and with high quality, and information is entered into all program Systems of Record accurately and on time.
  • Maintain detailed level of knowledge program requirements, and participate in the development, design, and delivery of staff training.
  • Establish and maintain a collaborative working relationship with the client Construction Management team, related stakeholders, and program staff to facilitate work product completion, submissions and approvals.
  • Work with other IEM Program and Project Managers, and departments to resolve issues and improve workflow and conduct reporting processes.
  • Perform other duties as assigned.


Minimum Qualifications:



  • Experience: Five (5) years of experience in construction superintendency, supervision, or inspections.
  • Five (5) years of professional-level experience in construction project management.
  • Five (5) years of experience in hazard mitigation, housing, community development, economic development, or related fields.
  • Advanced proficiency in Xactimate, a solid understanding of HUD Lead-Based Paint and Energy Star requirements, and the ability to quickly learn new software applications.


Preferred Qualifications:



  • Experience with Community Development Block Grant housing and/or FEMA hazard mitigation programs or similar projects.
  • Three (3) years of experience working with municipalities, permitting offices, local building inspectors, and trade supervisors; experience in New Jersey is preferred.

  • Office Locations:Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
