Job Summary
The Accountant II creates, adjusts and monitors encumbrances created by the Department of Facilities and Maintenance Services (DFMS) and also is responsible for accounts receivable responsibilities. The salary range is $64,538 - $92,688 (12 months/260 days)

Other Information
Knowledge, Skills and Abilities:
- Ability to perform previously indicated Essential Functions/Core Competencies.
- Familiarity with Generally Accepted Accounting Principles (GAAP).
- Accounting software knowledge, such as Business Plus.
- Must have a working knowledge of and skill in navigating a Computerized Maintenance Management Software system (preferably AssetWorks).
- Proficient with MS Office software including Excel, Outlook, Word, and Teams.
- Ability to gather data, compile information and prepare reports as required.
- Ability to work independently and conduct research to solve problems or respond to requests.
- Ability to understand complex accounting processes.
- Excellent written and verbal communication skills.
Working Environment:
- General office environment with open workspaces.
- Hybrid remote work schedule may be available.
Physical Demands:
- Exposure to work environments as previously indicated.
- Sit or stand at a desk for extended periods.
Qualifications
Education and Experience Requirements:
- Bachelor's Degree in Accounting, Finance, Business Administration or related field.
- Two years or more experience with encumbrance accounting.
- Two years or more experience with accounts receivable and cash handling.
Certification and Licensing Requirements:
- Valid State of Wisconsin Motor Vehicle operators license and availability of properly insured personal vehicle at time of appointment and throughout employment.
A combination of education and experience may be substituted in lieu of a degree.
Responsibilities
- Create, adjust, monitor and troubleshoot DFMS project funding commitments.
- Create DFMS projects and monitor proper set up and usage of financial indicators.
- Coordinate with Financial Planning & Budget and Grants Accounting on the creation of budget codes and troubleshooting issues.
- Create custom-funded work orders and phases upon request.
- Monitor purchase order and contract encumbrances; work with DFMS leadership on closing aging encumbrances.
- Reconcile DFMS commitments and encumbrances in AiM with Business Plus and prepare journal entries.
- Monitor leases, create monthly A/R records, receive and record payments, prepare past due notifications.
- Monitor facility use permits and create invoices, receive and record payments, prepare past due notifications.
- A/R for special billing work orders and grant reimbursements.
- Frequent travel to Central Services may be required.
- Respond to requests for information or data from Finance staff.
- Provide backup support to other DFMS staff as assigned.
- Actively supports the MPS Strategic Plan.
- Performs other duties as assigned.
