Job Summary

The Dean of Enrollment Services provides strategic leadership and operational oversight for all aspects of student enrollment, including admissions, registration, records, financial aid, veteran services, and outreach. Serving as a key member of the college's student affairs senior leadership team during a period of institutional reorganization, the Dean will lead efforts to align enrollment functions with the college's new strategic priorities, ensuring a student-centered, data-informed approach to recruitment, retention, and completion.

The Dean will oversee the redesign of processes and systems to improve efficiency, equity, and service quality; foster collaboration among academic and student services units; and implement innovative enrollment strategies that respond to changing demographics and community needs. The ideal candidate is an experienced enrollment leader who thrives in complex, evolving environments and can build trust, inspire teams, and drive organizational change that supports institutional growth and student success.

Essential Functions

60% Leadership
  • Develop and operationalize an institutional enrollment management plan with emphasis on the early stages of the student life cycle, including recruitment, admissions, and initial onboarding that meets the needs of a diverse learner population and aligns with MCC's mission and strategic goals.
  • Provide strategic leadership and oversight for College Operator Services, Recruitment and Welcome Center, Admissions (include international admissions), Early College and Secondary programs, Records & Registration, Financial Aid, and Veteran Services.
  • Provide direct supervision for Director, Enrollment Services; Director, Financial Aid; and Manager, Veteran Services.
  • Collaborate with senior leadership to set and evaluate student recruitment, admissions, and retention policies and practices.
  • Work with Institutional Research to develop market demand analyses and enrollment forecasts for academic programs.
  • Provide leadership for engaging campus/college stakeholders to increase awareness of enrollment trends and initiative.
  • Work in tandem with the Division Deans and other administration to establish, implement, and evaluate strategic enrollment policy, goals, plans and strategies.
  • Foster strong partnerships with academic departments and other college units to ensure a cohesive approach to enrollment management.
  • Provide oversight of the college record keeping process concerning deadlines, student attendance, transcripts, grades, grade changes, residency, veteran and athletic eligibility, foreign student admission, probation, disqualification, readmission, international student, transfer, and compliance with Federal FERPA requirements.
  • Ensure institutional compliance with federal, state, and local regulations, as well as other applicable rules and regulations; direct and prepare mandated reports.
  • Provide oversight of the evaluation and certification of student records for enrollment verification, transcripts, transfer credit, credit by examination, degree and certificate eligibility, and subpoenas/records requests.
  • Provide oversight of the processing of veterans' entitlements and educational benefits, and reporting to state and federal agencies.
  • Provide oversight of the processing of athletic eligibility and reporting to state and national agencies.
  • Maintain communication and coordinate enrollment services with the areas of Student Services, Instruction, and Finance and Administrative Services.
  • Interpret complex State and Federal laws, regulations, and statewide initiatives regarding student records and grading in accordance with Maricopa Community Colleges Chancellor's Office mandates, and compliance with Title 5 and the State Education Code.
  • Assist in the coordination of community outreach activities and student recruitment.
  • Participate in shared governance through service on planning and/or operations committees and task forces, including assisting in commencement committees/activities and serving on the college's Enrollment Management Committee.
  • Supervise, motivate, and coach a team of enrollment professionals to achieve enrollment targets.
  • Create a unit that thinks creatively and executes with precision and speed for the purpose of creating a climate of belonging and care for all students.
  • Prepare, manage, and oversee budget expenditures. Engage in expenditure development and review. Maintain operating budget, including development of financial models, projection of expenses, and assessing financial needs. Develop, update and responsible for budgets for student support programs, ensuring efficient use of resources.

  • Stay current with enrollment management best practices and implement innovative strategies to meet enrollment goals.
  • Ability to act in the absence of the Vice President, Student Affairs and assist with projects and program quality improvements.

30% Program/Operation Implementation
  • Participate in and support strategic enrollment planning activities at the system and campus level, and in partnership with the Vice President, Student Affairs, setting and implementing a strategic direction for SEM planning.
  • Work with Institutional Effectiveness to identify and analyze enrollment trends and advise College leadership on adjustments to recruitment efforts or enrollment goals based on local, state, or national trends.
  • Work closely with the Vice President, Student Affairs in the assessment of enrollment trends and strategies that have a direct effect on the College's FTES annual projections.
  • Utilize data analytics and predictive modeling to enhance enrollment management initiatives.

o Review and analyze data to inform decision making, assesses effectiveness of enrollment management.

o Monitor key performance metrics related to inquiries, applications, and enrollment, and prepare reports for college leadership on recruitment trends and effectiveness.
  • Conduct workshops, seminars, and presentations to students, parents, faculty, employers, and community partners enhancing awareness and utilization of student success resources and emphasizing strategies to reduce opportunity gaps.
  • Co-chair the College Enrollment Management Committee.
  • Develop and promote effective communications and promotion of programs/course offerings to students, prospective students, partner college, and communities.
  • Run queries and daily enrollment reports and class counts and formats into readable reports.
  • Leverage technology, including CRM and other higher education systems to improve enrollment processes and communication with prospective students.
  • Develop and maintain relationships with high schools, community organizations, and other stakeholders to support recruitment efforts.
  • Plan, organize and direct the activities of all appropriate service operations, and allocate personnel and resources to optimize departmental efficiency and effectiveness.
  • Problem-solve and refine strategies, assistive technologies, and/or reasonable accommodations.
  • Embed learning opportunities to develop student self-advocacy skills and foster autonomy.
  • Connect students with relevant on- and off-campus resources and offer guidance and support in navigating dynamic, fast-paced learning environments.
  • Demonstrate capacity, skill, and willingness to engage students and contribute to student success.
  • Implement and continually develop best practices.

5% Compliance
  • Ensure compliance, and follow, understand, and adhere to federal, state, District Office, and institutional regulations/laws/policies.
  • Maintain accurate and complete student records as required by accreditation agencies, school policies, and administrative regulations.
  • Utilize relevant, appropriate, and approved systems to communicate and monitor student interaction and progress.
  • Monitor the compliance and reporting standards and remain abreast of district, state, and federal regulations. Maintain student confidentiality, including accurate and confidential records.
  • Contribute toward creating a positive and respectful workplace. Use access to sensitive and/or not yet public college-related information only in the performance of the responsibilities of the position and exercise care to prevent unnecessary disclosure to others.
  • Prepare accurate reports and documentation as required and requested. Track and monitor federal grants; prepare and monitor department budgets and other related budgets and operations.
    • Design and publish reports from the student database related to admissions, financial aid, international students, transfer, and enrollment, and others as required by law.
  • Ensure students equal access to MCC's curricular and co-curricular activities. Support students and counsel them to better understand their MCC experience.

5% Other
  • Serve on various executive boards, college and district committees (including locally, regionally, and nationally) as designated and participate in meetings and conferences.
  • Provide staff professional development training to enhance skills, adapt to new work situations, and to effectively and efficiently assist students and staff.
  • Responsible for other reasonable related duties as assigned commensurate to the grade level of the position.


Minimum Qualifications

Master's Degree from a regionally accredited institution in education, student personnel, higher education administration, counseling, social work, student affairs, organizational behavior or field related to area of assignment and four years of progressively responsible management and/or leadership experience in student retention, academic advising, or student support services with demonstrated success improved retention and degree completion that includes two years of supervisory experience.

Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance.

No degree equivalency.

Desired Qualifications

1. A doctorate degree from an accredited institution of higher education in student personnel, higher education administration, counseling, organizational behavior or similar field.

2. Demonstrated progressive leadership experience in strategic planning, data-driven decision-making, and formulating standard operating procedures and six (6) or more years of management or leadership experience in enrollment services, preferably in a two-year institution of higher education

3. Minimum of 3 years of supervisory experience managing professional staff (preferably including management of managers), developing and directing a high functioning team, and providing strong, effective, and intentional leadership skills to address complex and sensitive matters.

4. Advanced knowledge of recruitment, admissions, retention, persistence, case management, and student success with a proven track record conducting program assessments and evaluations, developing and implementing programs, policies, and procedures that improved the new applicant to registration yield rates, student engagement and onboarding, retention, and success.

5. Demonstrated experience developing and interpreting enrollment data and student performance metrics, that included providing periodic analysis of program impact on regarding retention and success among students from various backgrounds, abilities, perspectives, etc.

6. Experience working collaboratively and cooperatively with college-wide leadership, division, faculty, staff, and stakeholders in developing strategic enrollment management plans and strategies.

7. Demonstrated experience working collaboratively with community partners to develop student success initiatives or support systems.

8. Proficient in English and a second language. Bilingual (Spanish fluency).

Special Working Conditions

Work schedule varies during the year: August through mid-May: Monday - Friday, 8 hour days; mid-May through the end of July: Monday - Thursday, 10 hour days

May require working evening and weekend hours (example: Saturday coverage during peak weeks)
