Job Summary

This position supports Facilities Planning by performing activities necessary to define and document requirements for capital improvements across all land managed by Florida International University (FIU). Responsibilities include participation in campus master planning, capital improvement planning, preparation of building programs, and analysis of existing campus and building sites to support long-term campus development goals. Additional duties include mapping and recording site information, as well as documenting and maintaining accurate records of underground utilities and other infrastructure assets.

  • Plans and reviews designs of civil engineering projects related to campus buildings, roadways, drainage systems, utilities, and site development. Exercises considerable independent judgment in applying principles and practices of planning, design, and construction, as well as related engineering knowledge, to ensure effective project execution.
  • Provides in-house technical expertise by assisting peers and University departments in evaluating alternative design and construction solutions, and by reviewing plans and specifications prepared by external consultants. Manages and maintains maps, diagrams, and spatial data related to university master planning initiatives. Responsibilities include updating and maintaining campus maps and records for all land managed by Florida International University (FIU).
  • Reviews design documents, construction drawings, and specifications to ensure feasibility and compliance with applicable standards and codes. Prepares and/or reviews cost estimates, engineering calculations, and project schedules to support sound decision-making during project development. Maintains extensive internal and external communication with university departments, architects, engineers, public officials, and regulatory agencies involved in the planning and development of University facilities.
  • Conducts site inspections and reviews construction activities to ensure compliance with approved plans, specifications, and safety standards. Evaluates existing infrastructure conditions and provides recommendations for maintenance, rehabilitation, or improvement strategies. Assists consultants and University officials in the planning and development of complex construction projects. Collaborates with engineering consultants, surveyors, and testing laboratories to support project delivery. Schedules, attends, and prepares reports for meetings involving consultants, contractors, and University representatives, ensuring clear documentation and follow-up on project actions.
  • Schedules and coordinates meetings with consultants, contractors, and sub-contractors. Facilitates communication and coordination among internal departments, architects, consultants, and external agencies to ensure project alignment and efficiency. Reviews projects for compliance with local, state, and federal regulations, including environmental, safety, and accessibility requirements. Participates in campus master planning initiatives and supports sustainability projects across University facilities.
  • Initiates approvals with the appropriate University organizations for work orders to consultants and testing laboratories. Reviews and provides recommendations for approval of periodic requisitions, invoices, and supporting documentation submitted by contractors, consultants, and testing laboratories. Reviews and evaluates field inspection reports to ensure compliance with project specifications, standards, and University requirements.
  • Prepares and maintains documentation and mapping of existing campus facilities using media appropriate to the project, including computer-aided design (CAD) software. Coordinates aerial photography with consultants as needed to support project planning and campus mapping initiatives.
  • Reports to the Director of Planning, Facilities Management, who provides broad supervision, budget oversight, and guidance on project priorities and sensitive initiatives. The Director also serves as the professional and administrative supervisor, reviewing work through personal conferences and reports to ensure satisfactory achievement of goals and objectives throughout the planning and construction process.
  • Provides planning and conceptual design documents by the media appropriate to the project including computer aided design (CAD).
  • Performs other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
  • Performs essential duties during any emergencies, such as hurricanes, storms, and/or any other University emergency closing. Is expected to be available to report to work as needed during university emergency closings with appropriate notification by the department administrator.


Minimum Qualifications

Bachelor's degree in engineering and six (6) years of relevant experience or Master's degree in engineering and four (4) years of relevant experience.

Registered Professional Engineer.



Departmental Requirements

Current Professional Engineer (PE) license required



Desired Qualifications
  • Experience in higher education or public sector project planning.
  • Strong understanding of site planning, including stormwater management, grading, and utilities design.
  • Experience with documenting existing conditions, including underground utilities, surveys and mapping.
  • Drone Mapping computer applications experience.
