The IT Business Analyst will serve as a liaison between business stakeholders and technical teams, focusing on the State Base Exchange (SBE) application and its integration with enterprise supporting services. This role involves root cause analysis of production case records, the identification of functional requirements for enhancements, and hands-on testing and system validation. The position requires a self-directed professional capable of navigating ambiguity, prioritizing critical issues, and collaborating effectively with onshore and offshore resources to resolve time-sensitive production incidents.

Primary Responsibilities:

Operational Analysis & Requirements Identification

  • Collaborate with client stakeholders, end-users and technical teams to analyze complex production incidents related to eligibility determination, enrollment processing, and carrier integration
  • Conduct root cause analysis on case-specific discrepancies to determine if issues are data-related, user errors, or system defects
  • Identify and document functional requirements for system enhancements and defect fixes, ensuring that proposed technical solutions align with business rules and compliance standards

Functional Testing & Quality Assurance

  • Develop, write, and execute comprehensive test cases for minor enhancements, defect fixes, and major Change Requests
  • Validate system behavior against expected results to ensure that changes to complex logic (e.g., income calculations or effective date rules) do not introduce defects
  • Support testing of software releases by defining test scenarios and assisting business stakeholders with execution and defect logging

Release Validation & On-Call Support

  • Participate in a scheduled on-call support rotation to assist with scheduled batch processing activities and high-priority incident resolution
  • Perform functional checkouts (smoke testing) during evening and weekend maintenance windows to validate deployments and ensure system availability

Functional Architecture & Process Design

  • Develop and maintain detailed process flow diagrams and Standard Operating Procedures for core functional components (Siebel CRM, Portal, and eligibility rules)
  • Analyze the downstream impact of proposed changes to ensure that enhancements to one module do not negatively impact other areas
  • Maintain documentation for system configurations, workflows, and integration logic to serve as a knowledge base for the team

System Integration Support

  • Monitor and troubleshoot data exchange requirements between the State Based Exchange, the Federal Data Services Hub, and Insurance Carriers
  • Assist in the analysis of XML payloads and EDI 834 transaction errors to support enrollment reconciliation processes
  • Work with technical resources to define and validate integration patterns, ensuring data integrity across enterprise platforms

Stakeholder Communication

  • Act as a functional resource to internal and external stakeholders, providing clear explanations of complex system behaviors and constraints
  • Proactively identify opportunities for system improvement and recommend solutions to reduce manual workarounds and operational fallout

Required Qualifications:

  • 5+ years of experience as a Business Analyst in IT projects, preferably in healthcare, government exchange systems, or complex case management environments
  • Demonstrated understanding of the Software Development Life Cycle (SDLC), specifically regarding requirements definition, defect management, and testing
  • Proven experience creating detailed business process documentation, functional process flows, and Standard Operating Procedures using modeling tools such as Microsoft Visio or similar
  • Demonstrated ability to work independently in a dynamic environment, setting priorities and driving problems to resolution
  • Proficiency in Case Management software (Oracle Siebel experience is a solid plus) and requirements management tools (e.g., ALM, Azure DevOps)
  • Demonstrated advanced analytical and communication skills, with the ability to collaborate effectively with diverse teams (developers, clients, and business users)
  • Ability to be available for on-call support rotation (evenings and weekends) on average one week per month

Preferred Qualifications:

  • Demonstrated familiarity with ACA rules, QHP/Medicaid eligibility rules, or state-based exchange operations
  • Proven basic understanding of SQL for running pre-written queries to analyze data
  • Demonstrated familiarity with EDI X12 standards (specifically 834 Benefit Enrollment) or a solid aptitude for learning technical data formats

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $91,700 to $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.
