POSITION SUMMARY Responsible for the Continuous Airworthiness Maintenance Program to ensure maintenance, preventative maintenance, and alterations are performed in accordance with the Code of Federal Regulations and Company Operations Specifications. Responsible for the surveillance and quality control of all maintenance providers, overhaul facilities, aircraft records, airworthiness of Company operated aircraft, engines, components, appliances, and the release of them to service. Plan, organize, direct and control key activities, change procedures, and make safety risk acceptance decisions for the policies and processes within area of responsibility. RESPONSIBILITIES
- Maintains applicable Federal Aviation Administration manuals to include approval and submission for approval of all necessary revisions.
- Maintains Part D and Part E of the Company Operations Specifications by performing a monthly audit comparing the Ops Specs to the current FAA list on the Web Based Operations Safety System (WebOPSS) website.
- Oversees aircraft Records Section and assures editing and accuracy of all aircraft logbooks, maintenance of all current and historical aircraft records and completion of inspection packages for all maintenance.
- Leads Inspection Section to assure the inspection of all maintenance performed on Company aircraft.
- Assures the content of the NAC Authorizations List is current and accurate.
- Oversees the Quality Control department to assure the establishment and monitoring of the Company's analysis, surveillance, and reliability programs.
- Oversees Maintenance Training and Auditing Section and in coordination with the other stakeholders.
- Evaluates and processes changes in inspection and maintenance procedures as recommended by the Quality Assurance Analyst.
- Approves inspection and maintenance or airworthiness release authority to qualified maintenance personnel in accordance with approved Company maintenance procedures.
- Assures that each aircraft identified in Company Operations Specification D092 as approved for RVSM Operations, is maintained under the approved Company RVSM System Maintenance Program.
- Assures the quality control of all company aircraft and aircraft components through Maintenance Outsourcing, External Audit Program and CASP.
- Assures compliance with the maintenance outsourcing process.
- Assures the collection of all FAA Forms 337, Engineering Orders, and airworthiness releases from all maintenance and overhaul maintenance providers used by the Company.
- Establishes and manages the Company's self-audit program for the Maintenance Department.
- Assures the submission of all required maintenance reports to the FAA.
- Assures the preparation of any engineering necessary for maintaining aircraft in a continuous airworthy condition and the obtaining of any necessary engineering authorizations for modifications and repairs, assuring instructions for continued airworthiness.
- Develops and prepares the Quality Control department budgets and enforces effective financial control.
- Maintains a close working relationship with other departments.
- Serves as Company liaison with the FAA, NTSB, other airlines, and agencies, as appropriate in close coordination with the VP Technical Operations/Chief Inspector and Director of Maintenance.
- Assures the implementation, training, and overall management of the Minimum Equipment List Management Program.
- Jointly manages with the Director, Flight Operations and the Director, Maintenance the MEL/CDL procedures process.
- Works in close concert with Director, Maintenance, Director, Flight Operations, Director, Engineering and Materials, Director, Ramp Operations and all other departments as required.
- Ensures the quality of the rejected parts policies and procedures of the Company.
- Manages the calibrated equipment and shelf-life policies.
- Assures maintenance weight and balance processes are complied with and performs required tasks.
- Responsible for identifying hazards within the Company's operations and systems and reporting those hazards through the WBAT or departmental hazard reporting systems.
- Has the responsibility and authority to develop, implement and maintain SMS processes that are applicable to maintenance operations in accordance with Safety Management Manual, Chapter 3.
- Fosters a positive and productive work environment.
- Provide effective leadership and ensure all team members receive appropriate training, coaching, mentoring, and development.
- Travel to stations throughout the network including regular travel to Outstations, MROs, and Line Maintenance providers.
- Oversees maintenance planning department to ensure forecasting of all short- and long-range maintenance planning tasks.
- All duties as assigned.
POSITION QUALIFICATIONS & REQUIREMENTS Education: Airframe & Powerplant License required. Bachelor's degree in business, Aviation, or a closely related discipline (Preferred) Experience & Qualifications:
- Have at least 3 years of maintenance experience on different types of large category aircraft with 10 or more passenger seats with an air carrier or certificated repair station, 1 year of which must have been as maintenance inspector in either a commercial or military setting; and
- Knowledgeable about the Code of Federal Regulations, aviation safety standards, safe operating practices, the Company maintenance manuals, FAA approved Operations Specifications and applicable maintenance provisions of 14 CFR Part 121.
- Must have a thorough knowledge of:
- Applicable Code of Federal Regulations (CFR)
- FAA Operating Certificates
- Operations Specifications
- Be knowledgeable of or be able to rapidly learn company manuals, policies and procedures, inventory protocols, training program, etc.
- Strong leadership skills, including demonstrated ability to coach and mentor team as well as foster a positive and productive work environment.
- Must have 3 years past supervisory experience including full cycle of responsibilities including hiring, training, staff development, progressive discipline, and terminations in either a commercial or military setting.
- Must have prior experience preparing and monitoring budgets in a business environment.
- Requires a valid driver's license and good driving record.

- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write reports, procedures manuals, correspondence, and other related materials.
- Requires ability to respond effectively verbally and in writing to inquiries from regulators.
WORK ENVIRONMENT
- Most work is performed in an office environment with adequate lighting and ventilation and a normal range of temperature and noise level.
- However, this position will spend time in other environments such as maintenance hangar, outdoor airline ramp, etc.
- May be exposed to adverse weather conditions (extreme cold or heat), fumes, wet surfaces, and icy conditions.
PHYSICAL EFFORT
- The employee is regularly required to sit and sometimes stand.
- The employee will need to see (including close vision), speak and hear.
- Manual dexterity is required for input into or manipulation of spreadsheets, composing composition and reports, etc.
- The employee must occasionally lift and/or move up to 50 pounds.
