DESCRIPTION OF WORK

As a Human Services Program Representative 1, you will conduct on-site evaluations of public and private youth agencies to ensure the safety of children in out-of-home care. By applying professional casework principles and protective service models, you will investigate abuse allegations and perform program achievement reviews. Your role will include analyzing financial data, such as contracts and reimbursement audits, while providing expert consultation to agency administrators to ensure all operations meet state standards. In addition, you will collaborate with community stakeholders to improve service delivery and participate in the development and implementation of departmental policies. You will be responsible for coordinating statewide initiatives and court-ordered mandates, as well as reviewing county needs-based plans. Through the preparation of formal reports and professional correspondence, you will communicate evaluative findings and provide the strategic guidance necessary to uphold the integrity of Children, Youth and Families' programs.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of professional experience developing, implementing, or evaluating a human service program, and a bachelor's degree; or
  • An equivalent combination of experience and training.

  • You must be able to perform essential job functions.

  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
