Sr Supply Chain Project Specialist

Primary Duties
1. Coordinates directly with Operations, Technical Services and critical suppliers for major capital projects to understand requirements, develop and submit Request for Proposals (RFP's), evaluate proposals based on best value criteria as developed with stakeholders, submit recommendations for award, lead vendor negotiations, assist with contract development, develop material usage forecasts, coordinate delivery schedules, expedite shipments, and communicate to all parties proactively and effectively.
2. Identifies, investigates, and resolves issues having the potential to cause delays in closing capital projects in a timely manner. This involves a high level of internal process knowledge, coordination with various project stakeholder groups, and exhibiting sound decision-making skills in determining and initiating the appropriate course(s) of action and communication requirements.
3. Leads efforts for stakeholders of special projects to determine budgetary requirements for products and services, to develop special programs with key suppliers (compensation strategies, logistics coordination, contractor communications, etc.) and to reconcile surplus material remaining from project.
4. Coordinates investment recovery activities through identification of surplus project materials and inventory assets which are not being fully utilized. Works directly with local Operations and Supply Chain to reallocate assets with maximum return on investment.
5. Develops, monitors, and provides to project team, reporting on: high-value component bids & awards, material tracking & traceability, expediting requirements, determining project cashflows, project accounting inputs, etc.
6. Monitors supplier performance and provides input to Sourcing staff to understand and set key performance measures for suppliers and meets periodically with key suppliers and stakeholders to review performance, identify/resolve issues and develop cost savings initiatives.
7. Develops policies, procedures, and strategies associated with the procurement cycle of major capital projects and works with management to implement these into enterprise practices.
8. Delivers training and support to Technical Services and Operations staff, including other senior level Supply Chain positions, in the systems and procedures the enterprise uses to manage the procurement cycle.
9. Originates, supports and promotes enterprise standardization programs for products & services and seeks strategic sourcing opportunities for same. Participates on sourcing teams and provides technical expertise and guidance for sourcing initiatives.
10. Supports division Supply Chain Specialists in coordinating emergency equipment and inventory programs that meet minimum call-out requirements while maintaining optimal levels of stock.
11. Provides input to new vendor approval and product evaluation efforts; assess manufacturers' production capabilities and quality processes; periodic site visits to manufacturers' facilities to monitor work-in-process and general manufacturing capabilities.
MINIMUM REQUIREMENTS
Educational/Experience Level:
Bachelor's degree in Business, Engineering or a related field and five years experience in logistics and/or materials management in the oil, gas or closely related industry field operations; or equivalent.
Communication Skills:
Requires strong interpersonal and communication skills. Must be able to effectively communicate with internal and/or external customers and key suppliers in order to obtain and/or provide basic types of factual information
Numeric Skills:
Requires the ability to perform analyses involving ratios, percentages and simple statistical methods. Requires the ability to perform addition, subtraction, multiplication and division. Must be able to understand financial concepts (revenue, expenses, profit, etc.).
Computer Skills:
Requires intermediate computer skills for word processing, spreadsheet analysis, data entry, reference and/or retrieval tasks.
Work Conditions:
Works in indoor and outdoor environments. Requires frequently performing activities, including, but not limited to, stooping, bending, crawling, kneeling, grasping, reaching, climbing and lifting objects, in excess of 100 pounds (e.g., lifting meters and regulators).
Other Information:
May require some overnight travel.
