THE OPPORTUNITY:
Are you an attorney seeking a meaningful opportunity in public service? The Agency is looking for a knowledgeable and collaborative attorney to serve as Deputy General Counsel I/II/III. Reporting to the General Counsel, this position plays a vital role in providing sound legal advice that advances the Agency's mission, protects its interests, and ensures compliance with applicable laws and regulations. In this role, you will conduct complex legal research, draft and review contracts, policies, resolutions, and other legal documents, and evaluate Agency actions for legal sufficiency. You will provide practical and strategic guidance to departments and executive leadership while supporting litigation and administrative proceedings across a wide range of public agency matters, including public contracting, environmental compliance, water law, public records, ethics, employment law, and regulatory requirements. This position will serve as a trusted legal resource to staff and leadership. Responsibilities include drafting and negotiating agreements; preparing legal opinions and Board materials; analyzing proposed legislation and regulatory changes for Agency impact; advising on compliance with the Brown Act and Public Records Act; assisting with internal investigations; and coordinating with outside counsel on litigation matters. Depending on experience and assignment, you may also represent the Agency in administrative hearings, negotiations, and regulatory proceedings.
EDUCATION, TRAINING, AND EXPERIENCE:
A combination of education and experience equivalent to:
- Possession of a Juris Doctorate degree from an American Bar Association accredited law school.
- A minimum of three to seven years of progressively responsible, directly related law practice experience performing complex and varied legal activities related to administrative law, contract, natural resources and water rights.
- Prior experience representing public agencies or water districts is preferred.
- Prior experience negotiating and implementing complex contracts is preferred.
- Prior experience with the Public Contract Code and public construction projects is preferred.

Skills and Abilities
Ability to collaborate across departments and with outside counsel to provide legal guidance that supports Agency operations, contract review, policy development, and regulatory compliance. Experience conducting thorough legal research and analysis, evaluating statutes, regulations, case law, contracts, and proposed Agency actions for legal sufficiency and organizational risk. Skilled in supporting legal coordination efforts, including drafting and reviewing contracts and resolutions, preparing legal opinions and Board materials, assisting with administrative or litigation matters, and maintaining accurate legal records and documentation. Strong critical thinking and analytical abilities to assess complex legal issues, identify potential risks or compliance concerns, and recommend practical, legally sound solutions aligned with Agency policies and public law requirements.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. Salary Range:
Deputy General Counsel I UN 188 ($13,712.01 - $16,706.93 per month); Deputy General Counsel II UN 190 ($15,117.36 - $18,419.01 per month);
Deputy General Counsel III UN 192 ($16,667.11 - $20,307.11 per month)
