THE POSITION:

THE OPPORTUNITY: Are you a laboratory leader with strong expertise in wet chemistry, microbiology, and Whole Effluent Toxicity (WET) testing? Inland Empire Utilities Agency (IEUA) is seeking a Laboratory Supervisor to oversee laboratory operations that directly support wastewater treatment plant performance, NPDES permit compliance, and protection of receiving waters. This position leads analytical activities in conventional wet chemistry, microbiological testing and toxicity bioassays using Ceriodaphnia dubia. The Laboratory Supervisor ensures analytical work is performed in accordance with EPA-approved methods, Standard Methods, California ELAP accreditation requirements, Title 22 regulations, and NPDES permit mandates. Working closely with plant operations, this role provides timely, defensible data critical for process control, compliance reporting, and regulatory inspections. The position oversees section specific QA/QC programs, maintains audit readiness, supports ELAP certification, and leads investigations related to quality events or compliance exceedances. In addition, this position collaborates with laboratory sections performing advanced instrumental analyses, including ICP, ICP-MS, GC, GC-MS, and HPLC. A working knowledge of complex instrumentation and its regulatory applications is highly desirable to support cross-functional coordination and overall laboratory performance. TRAINING AND EXPERIENCE:
A typical way of obtaining the knowledge, skills and abilities is graduation from a four year college or university with a major in analytical chemistry, inorganic chemistry, or a closely related field and four years of increasingly responsible chemical laboratory experience typically performed in a water/wastewater utility laboratory; or an equivalent combination of training and experience. One year of supervisory responsibility is desirable. Possession of a valid Grade IV Laboratory Analyst/Water Quality Analyst certificate may be substituted for the degree requirement.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid Class "C" California Driver's License and the ability to maintain insurability under the Agency's vehicle insurance program.
A valid Grade IV Laboratory Analyst/Water Quality Analyst certificate from the California Water Environment Association or the California-Nevada section of the American Water Works Association is desired. Skills and Abilities:
- Ability to perform, interpret, and oversee complex chemical and instrumental analyses for water, wastewater, and industrial waste using EPA and Standard Methods.
- Strong knowledge of QA/QC programs, laboratory certification requirements, and federal, state, and local regulatory standards to ensure accurate, defensible data.
- Proven ability to supervise, train, and mentor professional and technical staff while fostering a safe, collaborative, and high-performance laboratory environment.
- Ability to evaluate analytical results, troubleshoot laboratory methods and instrumentation, and exercise sound independent judgment in support of operational and compliance goals.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County.
