Clinic Supervisor-Local Hire, Global Health

Location: Palestine, Gaza Strip

POSITION SUMMARY:

The Clinic Supervisor (Doctor) is responsible for overseeing clinical operations and service delivery in project-supported health facilities under a funded healthcare project in Gaza. The position ensures high-quality, safe, and evidence-based medical care, supervises medical staff, and supports capacity-building of healthcare personnel. The Clinic Supervisor will provide leadership in clinical governance, quality assurance, and compliance with national and international standards in a complex humanitarian context.

This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed

PRINCIPAL RESPONSIBILITIES:

Strategic Leadership & Clinical Governance
* Support the development of a clinical culture that reflects Project HOPE's humanitarian values, promotes accountability, ethical practice, and high-quality patient care.
* Provide clinical leadership and supervision to doctors, nurses, and allied health professionals in project-supported clinics.
* Act as a key advisor to program and operations leadership on medical service delivery strategies and quality improvement initiatives.
* Ensure coordination and collaboration with local health authorities, referral hospitals, and partner organizations.
* Contribute to organizational objectives through participation in strategy development, policy formulation, and clinical guidance.

Clinical Oversight & Service Delivery
* Supervise day-to-day operations of project-supported clinics to ensure safe, effective, and patient-centered care.
* Ensure adherence to national treatment protocols, Project HOPE clinical guidelines, and international standards of care.
* Monitor clinical performance, patient outcomes, and quality indicators; recommend corrective actions as needed.
* Support integration of emergency medical response procedures into routine clinic operations.
* Participate in proposal development and provide technical inputs related to clinical services.
Technical Oversight, Reporting & Compliance
* Oversee clinical documentation, patient records, and reporting systems to ensure accuracy, confidentiality, and donor compliance.
* Prepare regular clinical reports for Gaza leadership, headquarters, and donors.
* Lead clinical audits, case reviews, and continuous quality improvement initiatives.
* Support donor monitoring visits, health inspections, and external evaluations.
* Build capacity of clinical staff through on-the-job coaching, mentoring, and formal training programs.

Staff Management & Development
* Ensure appropriate staffing levels and technical competencies within the clinical team.
* Lead and mentor doctors, nurses, and allied health professionals, setting clear expectations and monitoring performance.
* Support recruitment, onboarding, and professional development of clinic personnel.
* Manage staff performance through measurable objectives, continuous feedback, and fair evaluations.
* Promote teamwork, accountability, and a culture of continuous learning within the clinical function.

Risk Management & Patient Safety
* Support Gaza leadership in applying a risk management approach to clinical service delivery.
* Identify clinical and operational risks and ensure mitigation measures are implemented.
* Ensure infection prevention and control (IPC), patient safety, and ethical standards are integrated into clinic operations.
* Maintain and regularly update clinical risk registers and incident reporting systems.

QUALIFICATIONS:

* Medical degree (MD or equivalent) with valid professional registration.
* Minimum 3-7 years of progressive clinical experience, including supervisory responsibilities, preferably in humanitarian or emergency health settings.
* Strong knowledge of primary health care, emergency medicine, and public health principles.
* Demonstrated leadership experience managing medical teams and supervising clinic operations.
* Experience working with donor-funded health projects.
* Excellent interpersonal, communication, and analytical skills; ability to collaborate across departments and cultures.
* Fluency in English and Arabic is required.
