Fair and Responsible Banking Officer

Reports to: Associate Chief Compliance Officer

Job Summary:

The Fair and Responsible Banking Officer is responsible for compliance and the ongoing development of Unfair, Deceptive, or Abusive Acts or Practices, (UDAAP), Equal Credit Opportunity Act (ECOA), Fair Housing Act, and the Community Reinvestment Act.

Essential Functions:

  • Strategically oversees the CRA, Fair Lending, and UDAAP risk management functions and the management of any employees that primarily support this team.
  • Consults with business managers to identify risks, best practices and expectations pertaining to Fair Lending laws, the CRA and UDAAP practices.
  • Performs periodic analysis of lending and denial activity to document fair lending risks.
  • Manages and directs all data collection activities to support robust fair lending statistical analysis.
  • Establishes and maintains relationships with community based, charitable, and non-profit organizations.
  • Assesses the needs in each of the Bank's assessment areas and develop plans to make the most effective CRA impact.
  • Assists the Training Department with the development and roll-out of CRA, Fair Lending, and UDAAP training for employees.
  • Works with the Compliance Officer for effective resolution of consumer complaints relating to Fair & Responsible Banking issues.
  • Performs ongoing reviews of consumer complaints, advertisements, loan approval and denial documentation, and all applicable consumer related forms for fair banking risks.
  • Coordinates and communicates with federal regulatory agency examiners during examinations and other reporting requirements.
  • Maintains an up-to-date knowledge of evolving bank laws and regulatory expectations particularly those affecting CRA, UDAAP and Fair Lending practices.
  • Conducts periodic Fair Lending internal audits in accordance with the FFIEC Examination Procedures.
  • Maintains current knowledge of lending products, programs, operations, systems, and controls.
  • Coordinates with lending personnel to evaluate proposed business changes, including new or modified products/services, new or modified policies, procedures, processes, or systems to ensure compliance with applicable fair lending and UDAAP related laws and regulations.
  • Prepares periodic Fair Lending, CRA, and UDAAP reports for senior management, executive management and the Board Audit Committee that includes significant fair banking developments, fair banking risk monitoring and testing results.
  • Coordinates and documents remedial actions required for corrective action and resolution to possibly include root cause analysis.
  • Completes an annual assessment of the Bank's CRA performance.
  • Tracks and maintains all community development activities including donations, investments, services, and loans.
  • Coordinates and completes the annual fair lending risk assessment, UDAAP risk assessment and CRA self-assessment processes.
  • Provides guidance and oversight for CRA Data collection and filing of the annual CRA Loan Register.
  • Assigns work duties to team members.
  • Maintains positive relationships and promotes efficiency among a group of workers.
  • Plans and supervises the activities of others.
  • Maintains confidentiality of all sensitive Bank information.
  • Maintains a positive and caring atmosphere for customers and employees consistent with Southside Bank's mission, CORE Values, and Blue Book culture guide.
  • Provides enthusiastic, professional, and courteous service to Southside Bank customers and employees.
  • Participates in proactive team efforts to achieve departmental and company goals.
  • Understands and agrees to abide by the policies and procedures established at Southside Bank.
  • Responsible for complying with audit policies and procedures as they pertain to this position.
  • Performs duties in compliance with applicable laws and regulations, including but not limited to the Bank Secrecy Act (BSA) and related anti-money laundering laws, and in accordance with the Bank's Information Security Program.
  • Must comply with all applicable laws and regulations.

Additional Functions:

  • Assists in the coordination of regulatory compliance exams and audits as necessary.
  • Coordinates and participates in applicable committee meetings and any related subcommittees.
  • Demonstrates the standards and principles of the Southside Bank core values with internal and external customers and incorporate the high-performance behaviors of teamwork.
  • Provides leadership to others through example and sharing of knowledge/skill.
  • Complies with all safety policies, practices, and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Performs additional duties, as assigned or directed.

Required Education/Experience:

  • Bachelor's degree in business administration, finance or related area, advanced degree preferred; or 7 years of related experience and/or training; or the equivalent combination of education and experience.

Necessary Skills:

  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations.
  • Ability to write information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to add, subtract multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.
  • Ability to deal with problems involving a few concrete variables in standardized situations.
  • Intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.
  • Ability to handle multiple projects simultaneously.

Physical Activity/Dexterity:

  • Manual dexterity sufficient to reach/handle items and work with fingers. Works with fingers and perceives attributes of objects and materials.

Physical Environment Demands:

  • Must be able to remain in a stationary position 90% of the time.
  • The person in this position needs to occasionally move about inside the office to visit other offices, conference rooms, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and telephone.
  • Constantly positions self to operate on a computer.
  • The person in this position frequently communicates with other people throughout each day. Must be able to exchange accurate information when conversing.

Working Conditions/Environment:

  • Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.
  • Moderate noise (e.g. business office with computers and printers, light traffic).

Work Schedule/Hours:

  • Monday through Friday; 8:00 a.m. - 5:00 p.m.
  • Available for overtime as necessary.
