For more than55 years, Family Health Centers of San Diego's (FHCSD) mission has been to provide caring, affordable, high-quality health care and supportive services to everyone, with a special commitment to uninsured, low-income and medically underserved persons.

FHCSD is one of the top 10 largest federally qualified health centers (FQHCs) in the country. We operate more than 90 sites across San Diego County, including 29 primary care clinics, 23 behavioral health facilities, 10 physical rehabilitation clinics, nine dental clinics, five vision clinics, four outpatient substance use treatment programs, three mobile medical units, two mobile counseling centers, two urgent care centers, and a pharmacy.

Our staff provides care to over 227,000 patients each year, of whom 91% are low-income and 29% are uninsured. FHCSD provides care to all. Services include, but are not limited to adult care, chronic disease management, pediatrics, comprehensive women's care including obstetrics, dental, vision, case management, physical rehabilitation, speech therapy for children, vaccinations, infectious diseases, behavioral health, substance use counseling and a host of specialty services including cardiology, podiatry, endocrinology, dermatology, among others. FHCSD also offers supportive services to those who are unsheltered and in need of intensive case management.

The breadth of our clinic locations, services and programs has grown over the last five decades, making us the largest community clinic provider of health care to the uninsured in the county and one of the top 10 largest community clinic organizations in the nation. We are also the largest health care safety-net provider, largest school-based health care provider and the largest mental health provider in the San Diego region.

Job Description

Under the direction of the VP of PACE and Older Adult Services, the Business Development Manager, PACE works with the team of BDR Representatives and the Marketing Coordinator to meet the goals of enrollment census at FHCSD PACE Centers and facilitates collaborative relationships across FHCSD with the interdisciplinary team (IDT), and with external stakeholders to promote FHCSD values, culture, and mission.

Job Roles

  • Under the direction of the VP, PACE and Older Adult Services, the Business Development Manager will: Meet FHCSD gross and net census growth goals.
  • Coordinate all marketing, outreach, and community engagement activities.
  • Coordinate all intake and enrollment processes, including implementing process improvements to drive efficiency and conversion.
  • Track, oversee, and report on team performance, including meeting/exceeding goals for leads, home visits, enrollments, and eligibility statuses on a daily, weekly, and monthly basis.
  • Establish strategies and maintain relationships with referral sources, including senior housing, physician groups, hospitals, post-acute facilities, and community organizations within their FHCSD market.
  • Maintain enrollment workflow, adhere to timelines, and ensure compliance with DHCS and CMS guidelines and policies.
  • Collaborate with executive teams to report on key metrics and proactively address problems.

Additional Duties and Responsibilities

  • Assist with developing policies, procedures, and standards for department activities.
  • Communicate job expectations with employees to achieve results.
  • Provide performance supervision through coaching, counseling, mentoring, and disciplining.
  • Ensure employees have the necessary resources to succeed.
  • Able to adjust marketing and enrollment strategies as necessary based on data analysis.
  • Establish and maintain effective interpersonal relationships with all levels of staff, other internal departments, outside agencies, providers, the general public, and all referral sources.
  • Comply with all departments, organizations, and government policies & procedures.
  • Attend meetings and complete trainings before or by the due date, as required.
  • Perform other duties as assigned.

Education/Certifications/Licenses/Registrations

  • Required: Relevant Bachelor's degree in Healthcare, Marketing or related field.
  • Traveling between sites and other locations is required as an essential function of the job. Must have a car, a valid California driver's license, and proof of minimum levels of car insurance as required under California law, although limits of $100,000 are recommended. An acceptable driving record is also required. California law requires all drivers to obtain a valid California driver's license within ten days of establishing residency. Mileage and other reimbursements are governed by policy.

Specialized skills (including language)

  • 5 Years of progressive and applicable experience in Healthcare, Marketing, Business Development, or related areas to ensure successful execution in the position.
  • Strong knowledge and experience with the Microsoft Suite.
  • Techniques and methods to organize and supervise a department, and techniques of effective supervision, including training and evaluation of direct reports.
  • Knowledge and/or experience with the senior care market, including competitors, regulations, and available resources.
  • Experience working in a healthcare organization or agency that supports the geriatric population is preferred.
  • Knowledge of PACE marketing regulations (state and federal).
  • Demonstrated ability to be culturally sensitive and respect diversity.
  • Excellent written and verbal communication skills.
  • Knowledge of the community resources, health, and social service systems in San Diego County and skill in establishing working relationships with community partners.

73,981.00 - 110,972.00
