Job Description

* CONTINGENT UPON AWARD - High Probability *

The Strategy Lead is responsible for developing and delivering the technology strategy that enables mission outcomes for U.S. Navy and DoD programs operating in a classified environment. This role partners with senior leadership, technical teams, and operational stakeholders to define the vision, roadmap, and investment priorities for technology modernization, digital transformation, and enterprise capabilities.

The Strategy Lead provides strategic guidance, synthesizes complex information into actionable insights, and ensures alignment between mission needs, technology decisions, and program goals. The ideal candidate combines strategic thinking, technical fluency, and strong communication skills to drive longterm transformation.

Technology Strategy Development

Define the technology vision, guiding principles, and architecture direction in alignment with mission priorities and Navy/DoD modernization goals.

Develop multiyear strategic roadmaps encompassing digital capabilities, data platforms, infrastructure, cybersecurity, and emerging technologies.

Identify modernization opportunities, capability gaps, and technology synergies across classified and unclassified environments.

Translate strategic concepts into actionable plans with clear milestones, success criteria, and resourcing considerations.

Analysis, Research & Insight Development

Conduct market scans, technology trend analysis, and comparative assessments of emerging capabilities relevant to Navy programs.

Evaluate technical and operational impacts of adopting new technologies (AI/ML, zerotrust architectures, automation, cloud, etc.).

Analyze stakeholder needs, mission dependencies, and operational constraints to inform strategic decisions.

Prepare decision papers, business cases, and executive briefs to support leadership approval.

Stakeholder Alignment & Leadership Engagement

Partner with senior leaders, program managers, engineers, cybersecurity teams, and operational users to shape and validate strategy.

Facilitate strategy workshops, prioritization sessions, and technical alignment forums across commands or program offices.

Communicate strategy clearly to diverse audiences, balancing technical detail with mission relevance.

Ensure strategy reflects input from governance boards, crossfunctional teams, and operational stakeholders.

Roadmap Execution & Oversight

Oversee implementation of technology strategy by aligning initiatives, tracking progress, and resolving crossfunctional dependencies.

Collaborate with PMs, engineering leads, and cybersecurity to ensure initiatives advance according to the roadmap.

Identify risks, barriers, and changes to the technology environment and adjust the strategy as needed.

Provide status updates, metrics, and insights to leadership on roadmap execution and outcomes.

Strategic Communication & Reporting

Develop executivelevel strategy documents, presentations, and visualizations for leadership briefings.

Maintain an integrated strategic roadmap with dependencies, risks, and milestones.

Translate complex technical information into clear, actionable messaging for Navy, DoD, and contractor audiences.

Required Qualifications



  • Bachelor's degree in Information Technology, Engineering, Business, Public Policy, or a related field.
  • US Citizen
  • Active Secret Clearance
  • Working with the Navy, strongly preferred
  • Strong understanding of technology trends, enterprise systems, and digital modernization concepts.
  • Experience working with senior leaders and facilitating strategy development sessions.
  • Ability to analyze complex technical and mission information and produce clear insights, recommendations, and roadmaps.
  • Excellent communication and presentation skills, including executivelevel briefings.
  • Ability to work in classified environments and handle sensitive information.


Estimated salary: $225-$260K
