THE POSITION

DESCRIPTION OF WORK

This position focuses on developing and supporting policies for long-term services and supports within major statewide programs. The role involves careful review of regulations, data, and procedures to guide policy decisions and ensure compliance. As a Human Services Analyst within the Division of Policy Development and Analytics, you will perform the following duties:

  • Policy Development: Draft and update state plan amendments, public notices, and guidance materials
  • Stakeholder Input Review: Evaluate feedback from the public and stakeholders to help shape policy updates
  • Collaboration Work: Coordinate with staff across departments to refine policy content and purpose
  • Meeting Participation: Take part in workgroups and discussions and provide clear notes and updates to colleagues
  • Training Support: Provide training and clarification to staff and partner organizations on policy requirements
  • Regulation Analysis: Review federal and state rules and recommend changes to ensure program compliance

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor's degree; or
  • An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
