Responsibilities
We are seeking an experienced Senior Strategic Sourcing Specialist to develop and manage strategic supplier and subcontractor relationships that support our growing portfolio of technology and infrastructure programs. The Senior Strategic Sourcing Specialist is responsible for the full supplier lifecycle, including market intelligence, supplier identification, qualification, competitive sourcing, negotiation, contract development, and supplier relationship management. This is not a transactional purchasing role. The successful candidate will work closely with operations, engineering, business development, contracts, legal, and procurement teams to identify qualified suppliers and subcontractors, conduct competitive sourcing activities, negotiate commercial agreements, and establish long-term strategic partnerships that support company growth and project execution. The ideal candidate is a proactive sourcing professional with strong analytical, negotiation, and relationship-management skills who can successfully navigate complex technical and commercial requirements.
Strategic Market Analysis
- Research supplier markets, industry trends, and emerging technologies.
- Develop sourcing strategies aligned with company objectives and operational requirements.
- Identify opportunities to improve supplier capability, competition, pricing, and risk management.
Supplier Identification & Qualification
- Identify and develop pipelines of qualified suppliers, subcontractors, manufacturers, and service providers.
- Evaluate suppliers for technical capability, capacity, quality systems, financial stability, compliance, certifications, security requirements, and past performance.
- Verify supplier registrations, licenses, certifications, and federal socioeconomic classifications when applicable.
- Conduct supplier capability assessments, due diligence reviews, and qualification activities.
Competitive Sourcing
- Lead and manage Requests for Information (RFIs), Requests for Quotations (RFQs), and Requests for Proposals (RFPs).
- Develop supplier evaluation criteria and scoring methodologies.
- Coordinate technical, operational, commercial, and legal reviews.
- Analyze proposals, pricing structures, and total-cost-of-ownership considerations.
- Prepare sourcing recommendations and award justifications.
Negotiation & Contract Development
- Lead negotiations involving pricing, service levels, commercial terms, warranties, delivery schedules, and performance requirements.
- Collaborate with legal, contracts, procurement, and business stakeholders to establish:
- Master Service Agreements (MSAs)
- Preferred Supplier Agreements
- Strategic Supplier Partnerships
- Long-Term Supply Agreements
- Framework Agreements
- Subcontractor Agreements
- Drive measurable cost savings, value creation, supplier performance improvements, and risk reduction initiatives.
Supplier Relationship Management
- Develop and maintain strategic supplier relationships.
- Establish supplier performance metrics and continuous improvement programs.
- Support supplier diversity and socioeconomic participation objectives.
- Identify opportunities for innovation, capacity expansion, and operational improvements.
Qualifications
Bachelor's degree in Business, Supply Chain Management, Engineering, Construction Management, Finance, or a related discipline, or equivalent experience. Minimum of 7 years of experience with a Bachelor's degree in:
Demonstrated experience leading sourcing initiatives from market analysis through contract execution. Experience developing and managing RFIs, RFQs, and RFPs. Proven success negotiating pricing, commercial terms, and long-term supplier agreements. Strong analytical, financial, communication, and stakeholder-management skills.
Preferred
Experience supporting federal government programs, construction, technology integration, infrastructure, or mission-critical environments. Knowledge of supplier qualification processes, supplier risk management, and supplier performance management. Familiarity with federal subcontracting requirements and socioeconomic programs including Small Business, 8(a), HUBZone, SDVOSB, and WOSB classifications. Experience with supplier management, sourcing, and market intelligence platforms.
