Job Title: Project Manager 4 - MOD PRODUCT LINE Location(s): Richmond, VA (Hybrid: 3 days/week onsite) Job Summary: Seeking an experienced Senior Technical Project Manager to lead complex IT projects in a Scaled Agile environment. The ideal candidate will hold an active PMP certification, possess strong leadership and communication skills, and have experience managing cross-functional teams, budgets, schedules, risks, and project governance. Experience with state government project management standards is preferred. Key Responsibilities:
- Lead end-to-end delivery of complex IT projects through all project lifecycle phases:
- Preselect
- Initiation
- Planning
- Execution & Control
- Closeout
- Serve as a hands-on technical Project Manager working closely with development teams and business stakeholders.
- Coordinate project resources across IT and business units.
- Manage project scope, timelines, budgets, risks, issues, and deliverables.
- Facilitate collaboration among cross-functional technical teams.
- Communicate project status, milestones, timelines, and expectations to stakeholders.
- Coordinate with vendors, consultants, contractors, procurement teams, and project management offices.
- Ensure compliance with established project management standards and governance requirements.
- Develop and maintain project plans, schedules, communication plans, and status reporting.
- Facilitate requirements gathering, use case development, and design workshops.
- Oversee test planning, test objectives, and test case preparation.
- Track project performance using defined metrics and provide regular progress updates.
- Support system implementation, user training, and project closeout activities.
Required Qualifications:
- Active PMP (Project Management Professional) certification.
- Experience managing projects in a Scaled Agile environment.
- Extensive experience leading large, complex IT projects.
- Strong technical project management background.
- Excellent verbal and written communication skills.
- Experience managing project budgets, schedules, risks, and stakeholder communications.
- Experience coordinating multiple teams and workstreams.
- Strong leadership and organizational skills.
Preferred Qualifications:
- State government project management certification or equivalent.
- Experience managing public sector IT projects.
- Experience working within structured project governance frameworks.
Candidate Requirements:
- Must reside in the Richmond metropolitan area.
- Must possess an active PMP certification.
- State government project management certification is a plus.
