POSITION SUMMARY

The Senior Procurement Analyst serves as the primary analytics and business intelligence resource for TPC's Procurement organization. This role transforms enterprise data into actionable business insights that improve sourcing strategies, supplier performance, contract compliance, operational efficiency, and measurable cost savings.

Working closely with Procurement leadership, Category Managers, Finance, IT, Operations, and other business stakeholders, this position develops advanced analytics, executive dashboards, financial models, and automated reporting solutions that enable data-driven decision making across the procurement lifecycle.

The Senior Procurement Analyst serves as the strategic liaison between Procurement and IT by defining business requirements, improving procurement data architecture, advancing reporting capabilities, and identifying opportunities to leverage automation and emerging technologies to improve Procurement's effectiveness and strategic value. This position owns Procurement's analytics strategy, reporting roadmap, and business intelligence capabilities while driving continuous improvement through automation, advanced analytics, and technology-enabled solutions.



DUTIES AND RESPONSIBILITIES

Procurement Strategy & Analytics



  • Lead enterprise-wide spend analytics to identify sourcing opportunities, supplier consolidation initiatives, contract leakage, maverick spend, supplier rationalization opportunities, and cost reduction initiatives.
  • Transform complex enterprise data into actionable business intelligence and strategic recommendations that support Procurement leadership and Category Managers.
  • Partner with Category Managers to develop category strategies, prioritize sourcing initiatives, prepare for negotiations, and identify opportunities using spend analytics, supplier performance metrics, and market intelligence.
  • Develop predictive models, trend analyses, and forecasting tools that proactively identify procurement risks, pricing trends, demand patterns, and savings opportunities.
  • Establish and govern Procurement KPI definitions, reporting standards, and data governance practices to ensure consistent and trusted business intelligence. Measure, validate, and communicate realized savings, cost avoidance, working capital improvements, and value creation initiatives through standardized reporting and executive dashboards.


Business Intelligence & Digital Transformation



  • Design, develop, and maintain executive dashboards, business intelligence solutions, and automated reporting that provide meaningful visibility into Procurement performance.
  • Develop and maintain scalable reporting architecture that integrates procurement data across Oracle ERP, Contract Management, Hyperion, Power BI, and other enterprise systems.
  • Partner with IT to define business requirements, develop reporting solutions, automate manual processes, and improve Procurement's digital capabilities.
  • Translate Procurement business needs into technical requirements, report specifications, dashboard designs, and user acceptance testing plans.
  • Lead user acceptance testing (UAT) for reporting enhancements, system upgrades, and analytics initiatives.
  • Evaluate emerging technologies, automation tools, AI-enabled analytics, and reporting solutions that improve operational efficiency and decision making.
  • Champion continuous improvement of Procurement's reporting capabilities through automation, workflow optimization, and technology enhancements



Procurement Performance & Financial Analysis



  • Develop and maintain Procurement scorecards, executive reporting, and KPI dashboards measuring sourcing effectiveness, supplier performance, contract compliance, and procurement efficiency.
  • Analyze purchasing trends, pricing fluctuations, contract utilization, supplier performance, and category spend to identify actionable opportunities and business risks.
  • Develop Total Cost of Ownership (TCO), should-cost, scenario, and financial models supporting strategic sourcing initiatives and supplier negotiations.
  • Conduct cost-benefit analyses and develop business cases supporting sourcing events, supplier diversification, process improvements, and capital or operating expenditure decisions.
  • Benchmark supplier pricing, procurement performance, and market trends to identify opportunities for continuous improvement.
  • Collaborate with FP&A and Procurement leadership to align procurement performance metrics, savings initiatives, and financial objectives.
  • Monitor procurement performance against established KPIs and proactively recommend corrective actions, process improvements, and sourcing strategies to improve business results.


Strategic Sourcing Support



  • Serve as the primary analytics and business intelligence resource for strategic sourcing initiatives by providing spend analysis, supplier benchmarking, pricing analysis, market research, supplier evaluations, and executive decision support.Analyze supplier performance, commercial risk, contract utilization, and purchasing behaviors to provide analytical support for sourcing strategies and supplier relationship management.
  • Develop executive presentations, dashboards, and business cases communicating analytical findings, strategic recommendations, and measurable business value.
  • Support contract lifecycle management by monitoring contract performance, utilization, compliance milestones, and commercial risks.
  • Research supplier ownership, financial stability, market intelligence, and corporate governance to support supplier due diligence and sourcing decisions.



Process Improvement & Procurement Systems



  • Partner with Procurement, IT, Accounts Payable, Internal Audit, P2P, and other business stakeholders to streamline procurement workflows, supplier processes, and reporting capabilities.
  • Develop business requirements for Procurement system enhancements, reporting solutions, dashboards, and automation initiatives.
  • Identify opportunities to automate Procurement processes, improve data quality, eliminate manual effort, and strengthen reporting accuracy.
  • Develop standardized reporting and KPIs supporting supplier onboarding, procurement cycle times, contract compliance, savings realization, and operational performance.
  • Support ERP, reporting, and Procurement technology implementations through business process design, testing, documentation, training, and change management.
  • Document current-state and future-state Procurement processes while recommending improvements that increase operational efficiency and business value.



  • KEYS TO SUCCESS

  • Advanced analytical and problem-solving skills with the ability to synthesize complex data into actionable business insights and strategic recommendations.
  • Demonstrated expertise in business intelligence, data visualization, and dashboard development utilizing Power BI, Oracle Analytics, Hyperion, Excel, SQL, Tableau, or comparable analytics platforms.
  • Strong understanding of procurement, strategic sourcing, supplier performance management, spend analytics, contract compliance, and procurement KPIs.
  • Proven ability to develop financial models, Total Cost of Ownership (TCO) analyses, should-cost models, forecasting models, and business cases that support sourcing decisions and cost optimization initiatives.
  • Experience working with enterprise ERP systems (Oracle, SAP, or equivalent), relational databases, and enterprise reporting environments.
  • Ability to collaborate effectively with IT to define business requirements, develop reporting solutions, implement system enhancements, and improve procurement data architecture.
  • Experience leveraging automation, AI-enabled tools, predictive analytics, and emerging technologies to improve reporting efficiency and business decision making.
  • Excellent written, verbal, and presentation skills with the ability to communicate complex analytical findings to technical and non-technical audiences, including executive leadership.
  • Strong project management and organizational skills with the ability to manage multiple priorities, meet deadlines, and lead cross-functional initiatives.
  • Demonstrated ability to influence business decisions through data-driven insights and build strong partnerships across Procurement, Finance, Operations, IT, and other functional teams.

MINIMUM REQUIREMENTS



  • Bachelor's degree in Supply Chain Management, Finance, Business Administration, Engineering, Data Analytics, Management Information Systems (MIS), Computer Science, or a related discipline from an accredited institution.
  • 8+ years of progressively responsible experience in procurement analytics, strategic sourcing, supply chain analytics, business intelligence, financial analysis, or a related analytical role within manufacturing, chemical, petrochemical, refining, or other industrial environments.
  • Demonstrated experience developing executive dashboards, business intelligence solutions, and advanced reporting using Power BI, Tableau, Oracle Analytics, SQL, Excel, or similar analytics platforms.
  • Strong knowledge of procurement processes, strategic sourcing, supplier performance management, spend analytics, contract management, and procurement KPIs.
  • Advanced proficiency in data analysis, financial modeling, forecasting, statistical analysis, and translating complex data into actionable business recommendations.
  • Experience partnering with cross-functional stakeholders, including IT, Finance, Operations, and Procurement, to develop reporting solutions, improve business processes, and implement technology-driven improvements.
  • Proven ability to manage multiple projects, influence stakeholders, and deliver measurable business value through analytics and continuous improvement initiatives.

  • PREFERRED REQUIREMENTS
  • MBA or Master's degree in Supply Chain Management, Business Analytics, Data Analytics, Finance, Engineering, Information Systems, or a related discipline.
  • Professional certifications such as CPSM, CPSD, CPIM, CSCP, Lean Six Sigma Green Belt/Black Belt, PMP, or equivalent.
  • Experience with Oracle ERP, Oracle Analytics Cloud, Hyperion, Power BI, SQL, Power Automate, Alteryx, Tableau, or similar business intelligence and automation platforms.
  • Experience leveraging AI-enabled tools, predictive analytics, process automation, and advanced business intelligence techniques to improve procurement performance and decision making.
  • Experience supporting digital transformation, ERP implementations, business intelligence initiatives, or procurement technology enhancements.
  • Experience within the petrochemical, refining, manufacturing, or other asset-intensive industrial sectors.
