Job Summary

Direct facilities planning and support services for a large campus unit usually comprising multiple building locations. Functions overseen generally include facility operations, maintenance and construction projects. Oversees and plans for operating & capital budgets for assigned unit related to facilities CPSM expenses. Responsible for setting employee and/or group goals, deciding on organizational structure to meet the goals, assessing employee and/or group performance and providing feedback, and making pay recommendations. This position interacts on a consistent basis with unit management, contractors and vendors. This position typically will advise and counsel: unit management. This position will supervise : facilities staff personnel.

Responsibilities

Job Duty 1 -
Organize facilities workforce, plan assignments and oversee work activities.

Job Duty 2 -
Coordinate and oversee maintenance and repair of assigned facilities and equipment.

Job Duty 3 -
Negotiate and administer service contracts

Job Duty 4 -
Develop and administer facility operating & capital budget expenses, including leases, vendor services, equipment, supplies purchases, construction projects, and renovations

Job Duty 5 -
Estimate startup costs of proposed new projects and renovations

Job Duty 6 -
Administer space management plans, including setting unit-level guidelines for space assignment & utilization. Report, manage, track space data using associated metrics

Job Duty 7 -
Provide project coordination for construction activity within assigned area. Including short-term & long-term strategic capital planning projects.

Job Duty 8 -
Work with unit leadership to understand department space and facility needs. Find creative solutions to renovation and space needs.

Job Duty 9 -
Oversee the concordance of Institute environmental health and safety policies and training, providing for compliance with applicable rules and regulations

Job Duty 10 -
Perform other duties as assigned

Required Qualifications

Educational Requirements
Bachelor's Degree or an equivalent combination of education and experience

Required Experience
Ten or more years of job related experience

Preferred Qualifications

Preferred Skills: 10+ years of experience in facilities planning in a higher-education environment, including working with government contracting processes, financial planning related to complex facilities projects, and coordinating/communicating efforts among leadership across multiple units. Must be able to read and interpret construction drawings and specifications. Familiarity with laboratory codes for chemicals is highly desirable.

Knowledge, Skills, & Abilities

SKILLS
This job requires knowledge of building management, operation and planning. Skills in supervision, communications and customer service are required as is use of office related computer applications.

Other Information

In the College of Engineering, this position will serve as the senior staff representative and advisor to the Senior Associate Dean for Administration and Finance in the area of facilities and capital planning, and will be responsible for recommending, implementing, and enforcing policy regarding the utilization, assignment, modification, and maintenance of the portfolio of property/facilities occupied by the College of Engineering (CoE). Specific responsibilities include the following:

  • Develop, implement, and oversee College of Engineering (CoE) space and facilities management strategies, guidelines, and master plans, including space assignment and utilization standards, facilities directly managed by the CoE, and Institute Research Institute (IRI) facilities occupied by CoE personnel. Monitor and support implementation across Schools.
  • Prepare, maintain, and publish reports, records, and key metrics related to space utilization, facilities, research support infrastructure, project budgets, and capital planning. Track project obligations against approved budgets and provide status reports to CoE leadership and financial management.
  • Lead and manage the planning, programming, budgeting, coordination, and execution of construction, renovation, maintenance, repair, renewal (MRR), and infrastructure improvement projects funded by the CoE or undertaken in partnership with the Executive Vice Presidents (EVPRs) office and Planning, Design, and Construction
  • Serve as the primary liaison between the COE and EVPR, Infrastructure and Sustainability, Schools, and IRIs on facilities planning, capital projects, maintenance initiatives, and research infrastructure needs, providing consultation and support on projects affecting the CoE portfolio.
  • Lead and participate in College- and Institute-wide committees and working groups related to facilities, space utilization, and capital planning, including chairing a CoE facilities management coordinating committee to share best practices and facilitate communication across the College.
