REGIONAL ADMINISTRATOR | TRAVEL + ON-CALL ROLE

  • Regional travel is required across Downtown Portland, East Portland, Gresham, Woodburn, and Bend.
  • Temporary program assignments may typically last 1-9 months.
  • Administrative On-Call (AOC) is required, approximately 7 days every 3-4 weeks.

  • Full-time salaried role, generally 8:00 a.m.-5:00 p.m., with weekends as needed.

The Regional Administrator is a key position in driving the organization's success. They are responsible for both clinical and financial success of the designated or assigned Program(s), on an interim basis, which contributes to the overall success of both Telecare and those we serve the overall program operations. The individual in this role is responsible for overseeing and leading the team of people providing patient care as well as managing the business operations of the Program. The individual in this role is responsible for managing all aspects of the day-to-day operations of the Program(s), which involves ensuring regulatory compliance and actively overseeing quality assurance performance improvements. Additionally, the Regional Administrator collaborates with all corporate departments and outside consultants and representatives of the Program(s) to State/County agencies, community partners, and consumer groups. Employees in this role are required to participate in a structured on-call rotation, remaining accessible and prepared to respond to work-related needs within a designated timeframe. Rotations are scheduled in advance. While on-call, employees must actively monitor communications (e.g., phone, email) and respond in accordance with operational protocols.

Administrative On Call is required on rotation, approx 7 days every 3-4 weeks

Expected starting wage range is $146,455.73 - $180,938.96. Telecare applies geographic differentials to its pay ranges. The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements.

POSITION SUMMARY

The Regional Administrator is a senior level Administrator who manages all aspects of the day-to-day operations of the assigned program(s), and acts as a mentor to other Administrators in the region. The management of the program/facility involves ensuring regulatory compliance and actively overseeing Quality Assurance Performance Improvements. Additionally, the Regional Administrator collaborates with all Corporate departments, community stakeholders, regulatory agencies, and outside consultants. This position may be assigned to stabilize, support, or lead programs experiencing leadership transitions, operational challenges, or growth initiatives. Employees in this role are required to participate in a structured on-call rotation, remaining accessible and prepared to respond to work-related needs within a designated timeframe. Rotations are scheduled in advance. While on-call, employees must actively monitor communications (e.g., phone, email) and respond in accordance with operational protocols.

Employees in this role must be willing to travel throughout the region and work at different program locations as needed.

QUALIFICATIONS

Required:

* Master's degree in social services or related field and licensure as required by state of operation and program type to be maintained throughout employment

* Six (6) years of experience in an administrative management position in a health care setting

o Two (2) of the six years must be as a Telecare Program Administrator

o Two (2) years of responsibility for supervision of professional staff, budgeting, program planning, and licensing

* Knowledge of community mental health services, psychiatric rehabilitation concepts, and recovery philosophy

* Ability and willingness to travel extensively throughout assigned region, including driving to support Program

* Must be at least 21 years of age

* Must be CPR, First Aid, and CPI certified (hands-on course) on date of employment or prior to providing direct client care and maintain current certification throughout employment

* All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, valid driver license, a motor vehicle clearance, and proof of auto insurance is required at time of employment and must be maintained throughout employment. Additional regulatory, contractual, or local requirements may apply.

ESSENTIAL FUNCTIONS

Employees temporarily assigned to a 24/7 program are required to participate in the Program's on-call rotation for the duration of their assignment. On-call schedules will be communicated in advance whenever possible. While on call, employees must remain accessible, actively monitor communications (including phone and email), and respond within established timeframes to support program operations, staff, and continuity of care.

Clinical Quality Excellence

* Responsible to plan, organize, direct and control the administrative function for the Program

* Acts as the privacy contact for the Program(s), maintaining all required records, logs, and systems in compliance with HIPAA regulations

* Manages all strategic planning activities of the Program(s) with the primary goal of ensuring ongoing effectiveness of the Program(s) and alignment with the overall Telecare values.

* Ensures compliance with Telecare's policies and procedures

* Reviews and supervises licensed staff as needed to support staffing and operational requirements

* Provides Clinical supervision in accordance with licensure requirements and organizational standards

* Serves as a mentor/role model to other Administrators/leaders in the region leading employee engagement activities and stabilizing high risk Programs

* Implements all Program policies and procedures through the appropriate assignment of duties to the administrative staff

* Establishes staffing requirements for all departments, directing the recruitment, selection, and when necessary, disciplinary action within the Program

* Supervises all department managers and maintains supervisory authority over personnel assigned to the departments

* Ensures that the Program(s) complies with all applicable laws and regulations and keeps informed about changes in regulations

* Establishes a clear operational vision and goals for assigned Program(s)

* Establishes the culture of the Program(s) and creates initiatives that reinforce the culture and employee engagement

* Develops and maintains a strong liaison to the Corporate office, ensuring corporate initiatives are implemented and maintained

Customer Satisfaction

* Develops and maintains productive work relationships with State and local agency representatives; actively participates in meeting customer needs and adapting to always changing customer and community needs; acts as liaison between the Program(s) and State/County customers and community partners

o Including law enforcement and Access Crises Line for San Diego Mobile Crisis Response Team (MCRT)

* Demonstrates an understanding of Telecare's stakeholders, including members served, families, and customers in all interactions and conduct

Financial Security

* Manages assigned Program(s) within allocated budgetary parameters and collaborates in the development of the fiscal budget

* Ensures Programs follow all applicable laws and regulations and keeps Programs informed about changes in regulations

* Identifies opportunities to improve efficiency, productivity, and Program(s) sustainability

PHYSICAL DEMANDS

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

The employee is occasionally required to stand, walk, reach, twist, bend, squat, kneel and lift and carry items weighing 10 pounds or less as well as to frequently sit and do simple grasping. The position requires manual deviation, repetition and dexterity and to occasionally drive.
