CBTC Operational Readiness Manager Location: New York, NY Pay:$70.00 - $85.00 per hour 26-09694 Job Summary The CBTC Operational Readiness Manager leads operational readiness activities supporting the transition from conventional signaling to Communication-Based Train Control (CBTC) within a large urban subway environment. This role develops and implements readiness strategies, identifies gaps in skills, processes, workflows, and resources, and coordinates operational requirements across engineering, project delivery, testing, commissioning, and transit operations teams. The position works with senior leadership and frontline stakeholders to support implementation planning, training, procedures, governance, field readiness, and successful transition into revenue service. Job Responsibilities
- Lead development and implementation of an operational readiness transformation plan supporting CBTC implementation.
- Assess gaps in operational skills, processes, procedures, resources, and organizational readiness.
- Coordinate readiness activities across operations, engineering, construction, systems, testing, commissioning, and project delivery teams.
- Support planning for CBTC implementation, testing, commissioning, field deployment, and transition into revenue service.
- Evaluate operational impacts associated with CBTC implementation and system changes.
- Develop and coordinate new workflows, operating procedures, readiness plans, and implementation processes.
- Ensure operational requirements are incorporated into project planning, execution, testing, and commissioning activities.
- Coordinate readiness activities related to training, field implementation, stakeholder communications, and operational transition.
- Work with senior leadership and relevant departments to support resource and funding planning.
- Communicate readiness requirements, risks, dependencies, and implementation needs to leadership and frontline stakeholders.
- Facilitate workshops and cross-functional working sessions to identify and resolve readiness issues.
- Track readiness risks, milestones, issues, dependencies, and outstanding actions through implementation.
- Integrate operational readiness activities into program governance, reporting, and decision-making processes.
- Support safe and effective integration of CBTC technology into the existing subway operating environment.
- Coordinate stakeholder communications and facilitate alignment between operational and project teams.
- Participate in field activities, project meetings, readiness reviews, and implementation planning sessions.
- Capture lessons learned and incorporate findings into continuous improvement of operational readiness strategies.
Job Requirements
- Significant experience in rail or transit operations, systems implementation, operational readiness, testing and commissioning, or rail systems integration.
- Experience supporting Communication-Based Train Control (CBTC) or other modern train-control systems.
- Experience coordinating operational requirements with major capital, engineering, construction, or systems programs.
- Experience leading cross-functional initiatives involving operations and technical/project teams.
- Senior-level stakeholder management and communication experience.
- Strong understanding of operational impacts associated with major rail technology or signaling system implementations.
- Ability to identify organizational, procedural, staffing, training, and resource gaps and develop practical readiness strategies.
- Strong project coordination, organizational, analytical, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to facilitate workshops and communicate effectively with both senior leadership and frontline personnel.
- Ability to manage multiple readiness activities, priorities, risks, and deadlines.
- Ability to work across office, field, and operational environments as required.
Preferred Qualifications
- Experience with subway or large urban transit operations.
- Experience with New York City subway operations or similar complex metropolitan transit systems.
- Direct experience with CBTC implementation, modernization, or revenue-service transition.
- Experience developing operational readiness programs for major transportation technology implementations.
- Experience with rail signaling, train control, systems integration, testing, or commissioning.
- Experience supporting organizational change, workforce readiness, or operational transformation.
